On October 14, according to a source from Tien Phong reporter, the Investigation Police Agency of Dong Hai District (Bac Lieu) has decided to prosecute the accused Le Kim Hue - Principal of Sao Bien Kindergarten (Ganh Hao town) to investigate the act of "Embezzlement of property".

The Dong Hai District Police Department determined that the defendant Hue had "appropriated and personally used the sponsorship money of Nutifood Binh Duong Company transferred to the personal account of Ms. Hue of Sao Bien Kindergarten".

Responding to a question from Tien Phong reporter at the press conference for the third quarter of 2024, Colonel Ho Viet Trieu, Director of Bac Lieu Provincial Police, also confirmed that he had prosecuted the defendant related to Sao Bien Kindergarten and was waiting for the results of the appraisal.

"During the investigation, the Dong Hai district's judicial sector will handle any violations according to the law," Colonel Trieu stated his opinion on resolving the case.

Previously, as Tien Phong reported, the Investigation Police Agency of Dong Hai District Police issued a notice on the decision to initiate a criminal case to investigate signs of the crime of "Embezzlement of property" related to Sao Bien Kindergarten.

The announcement stated that the Dong Hai District Police Investigation Agency received a request for prosecution with the following content: Some units and individuals who have contracts or agreements to provide goods, services, construction works... with Sao Bien Kindergarten transferred more than 300 million VND to Ms. Hue's personal account.

Ms. Hue did not report this amount to the group and did not make it public and transparent. Of which, Nutifood Binh Duong Company transferred more than 226 million VND to individuals; other individuals transferred nearly 78 million VND.

Regarding the incident, in 2019, the People's Committee of Dong Hai district concluded an inspection of the financial management and use of Sao Bien Kindergarten.

The inspection conclusion shows that, in the 4 school years (2015 - 2016 to 2018 - 2019), Sao Bien Kindergarten's management and use of non-budgetary resources (early-year revenues, resources for boarding classes) were not in accordance with the Budget Law, Accounting Law, internal spending regulations, and boarding regulations of the school...

Specifically, the school principal received a commission of more than 24 million VND from the bookstore but did not put it into the agency's fund for management, but arbitrarily used this money to pay for a number of individuals, which is inappropriate.

The school principal reported that he used the difference of more than 5.6 million VND in school supplies to buy decorations for additional classes, but there was no evidence to prove what he bought or how many...

The school also created its own retail invoices and signed them by the supplier to pay for the purchase of sanitary supplies and boarding supplies for more than 43 million VND, which is inappropriate.

The inspector also discovered that the school arbitrarily replaced fresh milk products with powdered milk, which was contrary to the Prime Minister's decision and the Ministry of Health's decision. Payment for school milk, yogurt... totaled more than 388 million VND, but the invoice was not provided by the distributor.

"The allowance for making yogurt for the school's Board of Directors and staff of more than 100 million VND violated the unit's internal spending regulations and the minutes of the first meeting of the year with parents," the inspection conclusion stated.
