In July, the Vietnam Fatherland Front Committee of District 12 also carried out supervision at the Rose Shelter. Through inspections and supervision, the functional forces have recorded that the Rose Shelter keeps 39 children in accordance with the content of the operation license.

However, after the press reported on the situation at the Rose Shelter, the functional forces immediately set up a working group to get involved, conduct an unexpected inspection on the morning of September 4 and found that this place nurtured up to 86 children, more than half of the number of people as prescribed.

The question is, why in just 2 months from the inspection by the authorities in July, the number of children raised at this facility has increased rapidly? In previous inspections, the facility had tricks to deal with the authorities or was this number of children only recently accepted?

Explaining this problem, a nanny who used to work at the facility said that the number of children raised at the Rose Shelter is always higher than the allowable number. However, before each round of inspection by the functional forces, the child will be taken to another place.

"Before each inspection, the facility will know in advance and take the children to a house in Hoc Mon district to escape. Usually, the children named on the list will be allowed to stay, the rest will have to move. After about 1-2 days, the children will be brought back to the shelter," this person added.

At the press conference on the socio-economic situation of Ho Chi Minh City on the afternoon of September 5, Ms. Vo Thi Chinh, Vice Chairwoman of the People's Committee of District 12 (Ho Chi Minh City), provided information related to the Rose Shelter case.

According to the leaders of District 12, over the past time, the locality has had many directions related to strengthening supervision and prevention of problems arising in social protection establishments, especially child care facilities and people in difficult circumstances. Agencies of districts, wards, and the Vietnam Fatherland Front Committee of District 12 have repeatedly inspected and supervised the Rose Shelter facility but did not detect any wrongdoing, taking care of too many children compared to regulations.

"This proves that the owner of the facility has studied how to deal with the State management agency," Ms. Chinh expressed.
