Recently, the Hue City Forest Protection Department also requested that coffee shop owners, when customers bring birds, require them to have documents proving the legal origin. This move is attracting public attention, especially bird enthusiasts nationwide.
Regarding this, the leaders of Hue City Forest Protection Department have responded to the procedures and regulations related to the playing of starlings and other wild animals.
According to the leader of the Hue City Forest Protection Department, the starling is a common forest animal. Most of the starlings raised as pets in Hue City today originate from illegal hunting activities.
In fact, many people today think that buying, selling, and keeping wild birds or wild animals is normal.
This leader affirmed that the captivity of starlings must comply with current legal regulations. Therefore, to organize events such as bird competitions, the participating starlings must have legal origins and be managed by the forestry agency.
Recently, the Hue City Forest Protection Force has arrested and handled many businesses and trading establishments of starlings in the area. The most prominent case was the arrest and release of nearly 1,000 starlings of illegal origin into the natural environment at the end of 2024.
Regarding the issue of determining legal origin, Hue City Forest Protection Department said that for common forest animals such as starlings (not listed in the CITES Appendix), legal origin is determined in the following cases: legal exploitation from nature, legal import, purchase after confiscation, legal breeding, and legal purchase, sale, and transfer of ownership.
Specific documents to prove legal origin include: legal natural exploitation origin (original copy of the forest product inventory certified by the local forestry agency); legal import origin (customs declaration and original copy of the forest product inventory prepared by the forest product owner or according to regulations of the exporting country); origin of purchase after confiscation (original copy of the forest product inventory prepared by the forestry agency or the agency assigned to handle the property); origin from legal breeding (organizations and individuals raising must ensure regulations on origin, safety, environment and veterinary, keep records and notify the local forestry agency); origin from purchase, transfer of ownership (original copy of the forest product inventory certified by the local forestry agency and copy of previous purchase, transfer of ownership records or quick response code (QR) containing related records).
Regarding sanctions for violations, the leader of the Hue City Forest Protection Department said that illegal captivity of wild animals will be administratively handled with a fine ranging from 1 million VND to 400 million VND.
In serious cases, criminal proceedings may be pursued under Article 234 of the 2015 Penal Code, with a fine of VND50 million to VND1.5 billion, non-custodial reform for up to 3 years, or imprisonment from 6 months to 12 years. Violations of procedures related to wild animals will also be punished according to regulations.
Strengthening management and strictly handling violations related to wildlife is considered one of the important measures to conserve biodiversity and maintain ecological balance.
