Ministry of Health continues to recall counterfeit goods, imported shampoo and hygiene products on the chopping block for cancer risk

The time information about a series of fake products with swapped concepts floating around the market has caused people to panic. Recently, information has appeared that the Ministry of Health continues to issue a decision to recall imported DDVS and shampoos that have the risk of causing cancer.

The Drug Administration of Vietnam (Ministry of Health) has just decided to suspend circulation, recall and destroy violating cosmetics of Uyen Phuong Import-Export Trading Joint Stock Company and Quang Xanh Cosmetics and Chemicals Company Limited.

Specifically, the Drug Administration Department has suspended circulation and recalled nationwide the product batch of Betel Leaf Collagen Italia Slim Feminine Hygiene Solution - box of 1 bottle of 150ml. The product has the registration number: 97/19/CBMP-HY; batch number: 012025; Manufacturing date: 2-1-2025; Expiry date: 1-1-2028.

The product is marketed and manufactured by Quang Xanh Cosmetics and Chemicals Company Limited (Hanh Lac Village, Nhu Quynh Town, Van Lam District, Hung Yen Province). Hai Dang International Herbal Medicine Company Limited (Dai Dong, Vinh Tuong, Vinh Phuc) distributes it.

According to the test results from the Center for Testing Drug.s, Cosmetics, and Food, Hai Duong Provincial Department of Health, the above product sample did not meet the requirements for microbial limits - one of the mandatory criteria for safety in cosmetics. In addition, this batch of goods was also manufactured after the expiration date of the Cosmetic Product Declaration Form No. 97/19/CBMP-HY (valid for 5 years from the date of issue on September 10, 2019).

The product sample was taken at the Pharmaceutical and Cosmetic Distribution Center of Dong Bang International Joint Stock Company (No. 216 Nguyen Van Linh, Thanh Binh Ward, Hai Duong City). After analysis, the Testing Center discovered that the microbial content in the product exceeded the permitted level according to current regulations for cosmetics used in sensitive areas.

Pursuant to the provisions of Decree No. 117/2020/ND-CP, Decree No. 124/2021/ND-CP and Circular 06/2011/TT-BYT of the Ministry of Health, the Department of Drug Administration has issued a decision to handle with 4 main contents.

Specifically: Suspend circulation and recall nationwide the product batch of Betel Leaf Collagen Italia Slim Feminine Hygiene Solution - Box of 1 bottle of 150ml, batch number 012025.

The Drug Administration of Vietnam requests the Department of Health of provinces and cities to: Urgently notify cosmetic businesses and users to immediately stop trading and using the violating product batch;

Organize the recall and complete destruction of product batches; Strengthen inspection and supervision of the recall process and handling of violations.

The second product suspended from circulation and recalled nationwide is Hair Head & Hair Revitalising Oleo-Essence (brand: Germaine De Capuccini) - 50ml bottle, batch number: Lote G0042 0P10, announcement receipt number 178021/22/CBMP-QLD.

The product is brought to market by Uyen Phuong Import Export Trading Joint Stock Company (address: 2/9 Hong Ha, Ward 2, Tan Binh District, Ho Chi Minh City); manufacturer: Germaine De Capuccini, SAU, Spain.

The Drug Administration of Vietnam said that this product was recalled because the product's secondary label contained disease prevention and treatment information similar to medicine, causing confusion for users. The original product label did not list the correct ingredients and formula as in the cosmetic product declaration file.

Therefore, the Drug Administration of Vietnam requests the health departments of provinces and cities to notify cosmetic businesses and users in the area to immediately stop trading and using the above products. Proceed to recall and destroy the above-mentioned violating product batches; inspect and supervise units implementing this notice; handle violators according to current regulations.

At the same time, Uyen Phuong Import-Export Trading Joint Stock Company is required to send recall notices to distributors and users of the above products; receive returned products from business establishments and recall and destroy all products that do not meet regulations. The Company must send a report on product recall and destruction to the Department of Drug Administration before June 14, 2025.

The Drug Administration of Vietnam requests the health departments of provinces and centrally-run cities to notify cosmetic businesses and users in the area to immediately stop trading and using the above products.

Proceed to recall and destroy the above-mentioned batch of violating products; inspect and supervise units implementing this notice; handle violating units according to current regulations.

The companies manufacturing and distributing the products send recall notices to the places distributing and using the above products. At the same time, receive returned products from business establishments and proceed to recall and destroy the entire batch of products that do not meet regulations.

The Drug Administration also warned people not to buy or use violating products.
