According to the article, the incident occurred on the afternoon of May 6, at the headquarters of a company located in the La Duong service land area, in Duong Noi ward, Ha Dong district. At that time, a working group of Duong Noi ward police was said to be conducting an administrative inspection at the company's headquarters.

Video footage taken from a surveillance camera at the scene shows a group of people in the working group, including a man wearing a blue short-sleeved shirt, not in uniform.
