Earthquake in Myanmar shakes Hanoi and Ho Chi Minh City: surprising cause

Recently, there was a terrible traffic acciden.t between a car and 6 motorbikes of local people. Through investigation, the identity of the driver of the car was confirmed to be the head of Tam Hiep commune police, this person has been suspended for verification.
On the evening of May 13, Hanoi City Police announced that the Director of the City Police Department had signed a decision to temporarily suspend Mr. Nguyen Binh An - Chief of Tam Hiep Commune Police (Thanh Tri) to verify and clarify his responsibility in the traffic collision between a car and 6 motorbikes that occurred in Thanh Liet Commune (Thanh Tri) on May 9.
Previously, at around 8:55 p.m. on May 9, in front of house number 896 - 898 Kim Giang Street (Thanh Liet Commune, Thanh Tri District, Hanoi), there was a collision between car with license plate 30A-017.XX (traveling on Kim Giang Street in the direction from Cau To to Cau Dau) and 3 moving motorbikes and 3 motorbikes parked on the sidewalk.
The collision injured two motorcyclists and they were taken to the hospital for emergency treatment. Their health is now stable. After the incident, the driver of the car with license plate 30A-017.XX left the scene.
Upon receiving the information, the Traffic Police Department coordinated with relevant agencies to conduct a crime scene investigation and promptly investigate and clarify the incident.
At 8:40 a.m. on May 10, Mr. Nguyen Binh An (residing in Hoang Mai District, Hanoi) arrived at the police station for questioning. Initial investigations determined that Mr. An was the driver of the car at the time of the incident. Through a quick check, it was not discovered that Mr. An used alcohol or illegal substances.

Lawyer Tran Minh Hung (Head of Family Law Office, Ho Chi Minh City Bar Association) said that according to Article 80 of the 2024 Law on Road Traffic Order and Safety, the driver of a vehicle after causing an acciden.t must fulfill the following responsibilities:
First, immediately stop the vehicle, warn of danger, preserve the scene, assist the victi.m and notify the authorities and the nearest medical facility;
Second, stay at the scene of the acciden.t until the police arrive, except in cases where you need to go to the emergency room, take the victi.m to the emergency room, or consider your health or life to be in danger, but you must immediately report to the nearest police station or People's Committee.
Third, provide identifying information about yourself, the person involved in the case and related information of the case to the competent authority.
Thus, the driver has three options after causing an acciden.t: stay at the scene, go to a medical facility for emergency treatment, or go to the police to report. In this case, it is necessary to determine whether the driver is injured and needs to be taken to the emergency room or has to leave the scene because his life is in danger. If he is not allowed to leave, then this person getting out of the car and leaving without permission is a violation of the law.
According to Clause 8, Article 6 of Decree No. 168/2024/ND-CP of the Government, people who do not immediately stop their vehicles, do not preserve the scene, do not assist victims, do not stay at the scene or do not immediately report to the nearest police agency or People's Committee after causing a traffic acciden.t may face a fine of 16-18 million VND.
In case the verification results of the police agency show that the driver is at fault when operating the vehicle leading to an acciden.t and the property damage is from 100 million VND or more, the disability level of 1 person is 61% or more or the total health damage level of 2 people is 61% or more, the investigation agency may consider initiating a criminal case for the crime of Violating regulations on road traffic participation under Article 260 of the 2015 Penal Code for investigation according to regulations.
If the violator flees to avoid responsibility or intentionally fails to help the victi.m, there is a basis for considering criminal liability according to Clause 2 of this Article, the penalty is 3-10 years in prison.
In cases not falling under the above-mentioned framework, the basic penalty for this crime is a fine of 30-100 million VND, non-custodial reform for up to 3 years or imprisonment of 1-5 years.
