Before that, at 6:05 p.m. on June 16, it was raining heavily and the first ripples of smoke rose from the 4th floor bedroom of a 6-storey house with a penthouse at 207 Dinh Cong Ha Street, Dinh Cong Ward, Hoang District. Fire smoke from the 4th floor followed the stairs and atrium billowing to the upper floors. The homeowner quickly climbed over the 5th floor balcony to the neighbor's corrugated iron roof. On the 6th floor, four grandchildren tried to call for help. The children also reached out the window on the right side of the house, flashing their lights to call for help.
The homeowner, local police and residents climbed consecutively through two neighboring houses, using ladders to reach the back window. Initially 3-4 people, then more than 10 people took turns using axes to break tempered glass doors and iron bars, hoping to get inside.
"After nearly 10 minutes of using an ax to chop and someone to pull, the bar barrier opened. One person stuck his head inside but quickly came back out because black smoke went straight into his nose and made him unable to breathe," witness Quoc Cuong said.
It was raining, but fire and smoke were still rising, spilling out onto the balconies on the 4th and 5th floors, through the windows and open spaces on the upper floors.
At 6:22 p.m., the City Police Command Information Center received a fire report. City police dispatched 12 fire engines and more than 100 soldiers from the city's forces, Hoang Mai, Thanh Xuan, and Hoan Kiem districts to the scene. Fire trucks lined up about 100 meters long along Dinh Cong Ha street. Three layers of control were set up, many people were asked to leave the scene.
The police divided into many units to put out the fire. The first shot used water hoses from fire trucks to spray onto the 4th floor - the area where the fire was strongest. A soldier from the Thanh Xuan District Fire Prevention and Rescue Police Team said that all floors of the house are used to store goods, so the movement path is very narrow. At 7:30 p.m., when the fire was temporarily controlled, firefighters entered the house. By 8 p.m., the fire was completely extinguished. Going inside with firefighters to search for victims, Mr. Pham Quoc Viet, from the FAS Angel first aid team, said the first thing that caught his eye was the chaos of construction materials.

At 9:50 p.m., the victims wrapped in white cloth were taken out and transferred to the morgue of Thanh Nhan Hospital. By 10:25 p.m., the search was completed and the scene was sealed off.
Regarding the fire, Vice Chairman of Hanoi People's Committee Le Hong Son issued a document directing the handling and overcoming the consequences of the incident.
