On the morning of February 28, the Investigation Police Agency of District 1 Police (Ho Chi Minh City) announced that it had issued an emergency detention order for Tuong Chi Huy (26 years old, residing in District 8) to investigate the act of "intentionally causing injury".
Huy is the subject who assaulted the security guard, Mr. NXC (52 years old, living in District 8) on Nguyen Hue walking street, causing outrage in recent days. It is known that Tuong Chi Huy has a previous conviction for "robbery". Previously, through images extracted from the camera, it was also shown that throughout the conflict between the two sides, Huy's girlfriend always had agitated gestures and attitudes. At the Ben Nghe Ward Police Station, District 1, Tuong Chi Huy confessed his actions.
Accordingly, at around 9:15 a.m. on February 27, Huy brought a dog for a walk with his girlfriend named PE (32 years old, American nationality) to the area behind the 16T kilometer of Nguyen Hue walking street when the dog in PE's hand jumped to the ground and ran around.
Mr. NXC, a security guard at Nguyen Hue walking street, came to remind and used a stick (made of plastic) to 'interact' on the dog's head, but was scolded by Ms. PE and 'interacted' back.
At this time, Huy came and pushed Mr. C.. Mr. C. ran to a nearby tree bed area, took an iron rod and went to Huy to threate.n him. Seeing that, Huy rushed in to wrestle, grabbed the iron rod, and 'hit' Mr. C.'s head, causing the victi.m to bleed profusely and become unconscious.
The Walking Street and Park Management Center in District 1 (under the People's Committee of District 1) and local residents provided first aid and took Mr. C. to the emergency room, and quickly coordinated with Ben Nghe Ward Police to bring the people involved back to clarify the matter.
At the same time, the police also went to the scene to extract security cameras, take witnes.s statements, and determined that Huy showed signs of intentional injury. A representative of Gia Dinh People's Hospital said that patient NXC was admitted to the emergency department at 9:51 a.m. on February 27 and was diagnosed with head and hand injuries. The patient was fully examined and had his wounds stitched.
The results of the CT scan of the brain and X-ray showed no abnormalities. The patient was admitted to the neurology department for further monitoring and active treatment. Currently, patient C. is conscious and his vital signs are stable.
On social media, many accounts expressed outrage and demanded strict punishment for H's hooliganism. Account Nguyen Minh Tu wrote: "Unacceptable! People were only reminded of the rules but were beaten to the point of hospitalization. We need to deal with these types of actions severely, we cannot allow society to have people who disregard the law like that!"
Similarly, Thanh Truc account was indignant: "The park is a public place, letting dogs roam free without muzzles is extremely dangerous. People reminded them because of common responsibility, but they were beaten so brutally. I request that the law handle it seriously!"
Not only that, many people are also concerned about the situation of dogs being let loose without control measures. Account Le Hoang Dung commented: "I have witnessed many times dogs running loose in the park without a leash, very dangerous for children and the elderly. If they accidentally attac.k someone, who will be responsible? Mr. H's behavior is not only condemnable but also needs to be severely punished as a deterrent."
The issue of dogs roaming freely in public areas has been controversial many times. There have been many cases of dogs attacking passersby, some of which have even led to serious consequences. Although there are regulations requiring dogs to be kept on leashes and muzzled in public places, many owners still ignore them, and even react negatively when reminded.
After this incident, many people hope that the authorities will strictly handle H.'s behavior to set an example, and at the same time tighten regulations on the management of pets in public places, ensuring safety for everyone.
