Case of 305 fake milk stores: Police collect documents in Hoa Binh, reveal "ghost" addresses

The police force has collected all the declaration documents and state management work in the field of food safety and hygiene for 305 fake milk brands that submitted self-declaration documents to the Department of Food Safety and Hygiene of Hoa Binh province.

The leader of the Department of Health of Hoa Binh province said that the police have collected documents and preliminary results of the inspection on state management in the field of food safety and hygiene for 305 fake milk brands announced at the Department of Food Safety and Hygiene of Hoa Binh province.

The company branches that submitted the application for registration of milk products that were identified as counterfeit include: Hoa Binh Branch - Hacofood Group Nutrition Pharmaceutical Joint Stock Company, Hoa Binh Branch - Rance Pharma International Pharmaceutical Joint Stock Company (enterprises identified as producing counterfeit milk) with the same address at 335 Tran Hung Dao Street, Quynh Lam Ward, Hoa Binh City.

Hoa Binh Branch - Big Four Pharma International Pharmaceutical Joint Stock Company, Hoa Binh Branch - BFF Medical Nutrition Joint Stock Company (enterprises in the "ecosystem" of fake milk production) have the same address at No. 10, Da Hop adjacent area, group 12, Huu Nghi ward, Hoa Binh city.

According to Mr. Vu Duc Toan, Head of the Professional Inspection Department, Department of Food Safety and Hygiene of Hoa Binh province, the functional agencies of the Ministry of Public Security and the Hoa Binh Provincial Police have worked with the Department of Food Safety and Hygiene of Hoa Binh province to collect all the dossiers announcing 305 fake milk product brands. "We have handed over to the functional agencies of the Ministry of Public Security and the Hoa Binh Provincial Police all the dossiers announcing fake milk brands of the companies that submitted trademark registration applications at the Department. Regarding the large-scale production and consumption of fake milk powder, the Ministry of Public Security's Investigation Police Agency (C01) has prosecuted 8 defendants for the crimes of producing and trading in fake food products and violating accounting regulations causing serious consequences.

This fake milk production line has been operating since August 2021 when Hoang Manh Ha and Vu Manh Cuong realized the increasing demand for domestic milk powder. The two then contributed capital to establish Rance Pharma and Hacofood Group and managed all activities from production, business to consumption.

At the investigation agency, the defendants Ha and Cuong stated that all information and nutritional content for producing powdered milk were not checked. The company almost did not actually test all the nutrients in the milk.

According to the accusatio.n, the declared ingredients include bird's nest extract, cordyceps, macadamia powder, and walnut powder, but in reality they do not exist. To deceive users, this group removed some of the input materials and replaced them with other additives.

The fake milk powders of Hacofood Group and Rance Pharma were distributed nationwide, mainly for people with diabetes, kidney failure, premature babies, and pregnant women. But in reality, these products had the same ingredients, formula, and production process. The defendants directed the addition or replacement of some main ingredients, added flavorings, and additives to deceive consumers about the product's uses.
