On April 23, information from the People's Committee of Tan An City, Long An Province said that they had received information about a man who had "affected" his wife in front of their young children.
This incident was recorded in a clip. Currently, Tan An City People's Committee has directed Ward 4 Police to investigate and verify; at the same time, it has directed local authorities and mass organizations to get involved, grasp the situation and report to Tan An City People's Committee. According to initial verification, the woman who was 'interacted' is the man's wife, both of them are living in Ward 4, Tan An City.
"Initially, the authorities have identified the people in the clip and are inviting both of them to the authorities for questioning. When official information is available, the People's Committee of Tan An City will provide it to the press" - information from the People's Committee of Tan An City said.
According to the image in the clip, the woman was holding a small chil.d when her husband used his hands to repeatedly hit her head, face, and pull her hair. While "hitting" her, the husband scolded his wife for being a "freeloader", while the victi.m cried for help and used her hands to protect her small chil.d for fear that her husband would "hit" her. The incident caused great outrage in public opinion.
Accordingly, the ward police in Long An province reported the incident to their superiors and continued to verify and clarify the matter. Initially, the police identified the husband as NPL (35 years old), the wife as T (30 years old, working as a nail technician and selling cosmetics). According to Ms. T, the incident in which she was 'interacted' by her husband occurred in July 2024. After this incident, Ms. T. and L. were angry with each other for a while, then returned to live together. However, by March 2025, the two officially no longer lived together.
The reason for the above clip appearing is that on April 22, during the back and forth between the two sides, the wife was afraid of being 'affected' by her husband again, so she took the old clip and posted it on social media. The incident was reported to the police station for further verification and clarification.
According to Ms. T., although the couple had not yet been married, only engaged, and had a daughter together, L. had tormented her and 'interacted' with her many times, making her feel insecure, so she decided to break up.
Regarding this incident, Lawyer Dang Kim Chinh, Ho Chi Minh City Bar Association, said that based on the behavior recorded in the clip, it can be seen that this is one of the acts of domestic violenc.e prohibited by law.
Specifically, Point a, Clause 1, Article 3 of the Law on Domestic Violenc.e Prevention and Control 2022 clearly states that domestic violenc.e includes acts such as: Tortur.e, abus.e, 'influence', threats or other intentional acts that harm the health and life of family members.
Also in Article 5 of this Law, it is strictly forbidden for anyone to commit acts of domestic violenc.e. Violations will be handled according to the provisions of law, depending on the level and consequences caused, there will be different sanctions.
Article 52 of Decree 144/2021 stipulates a fine of 5-10 million VND for acts of beatin.g and causing injury to family members. At the same time, violators are also subject to remedial measures such as being forced to make a public apology when requested by the victi.m and being forced to pay all medical examination and treatment costs.
At a more serious level, acts of domestic violenc.e can be criminally prosecuted for intentionally causing injury or harm to the health of others according to the provisions of Article 134 of the 2015 Penal Code (amended and supplemented in 2017).
This law stipulates that anyone who intentionally causes injury or harm to the health of another person with a bodily injury rate of 11% to 30% or less than 11% but falls into one of the following cases: Being a hooligan, while serving a prison sentence... shall be sentenced to non-custodial reform for up to 03 years or imprisonment of 06 months to 03 years.
Accordingly, in this case, the wife can report to the local police agency where she resides to request handling (because the crime specified in Clause 1, Article 134 is a case of prosecution at the request of the victi.m). Based on the wife's complaint, the police agency will conduct a request for an injury assessment for the injuries caused by the husband's actions and verify issues related to the husband's personal background.
