Drug crime case: Neighbors' surprising story, shocking attitude when fleeing

Among the subjects involved in drug trafficking, there is a fugitive who also took the life of a police officer born in 1996. The neighbors' account of him is surprising.

The bust of a large drug trafficking and transportation ring in Ha Long City, Quang Ninh Province on the evening of April 17 has shocked public opinion in recent hours. Quang Ninh Province authorities said that the Investigation Police Agency - Quang Ninh Province Police are currently searching for Bui Dinh Khanh (31 years old, residing in Group 6, Zone 1, Gieng Day Ward, Ha Long City). Khanh is the drug trafficker who opened fire, killin.g a police officer.

On the morning of April 18, the Investigation Police Agency (IPA) of Quang Ninh Province Police issued a wanted notice for Bui Dinh Khanh for the crime of Illegal trading of prohibited substances as stipulated in Article 251 of the Penal Code. According to the wanted notice, any person has the right to arrest and immediately take the wanted person to the nearest police agency, People's Procuracy or People's Committee.

As soon as the information about Khanh being wanted was announced, many residents and neighborhood watch forces were present at the suspect’s home, talking excitedly. According to a source on VietNamNet, his house is currently uninhabited, with a motorbike in the yard.

A neighbor of Khanh said that before being wanted by the police, the subject lived with his mother. Khanh used to work at a restaurant in Bai Chay ward, but after storm YAGI (September 2024), neighbors saw the subject only at home, not knowing what specific work he did. When asked, he told everyone that he was self-employed.

A month ago, this criminal bought a white 5-seater car but rarely used it and often parked it in the alley near his house. Neighbors expressed surprise and amazement at the information that Khanh was part of a large-scale drug trafficking ring. No one saw Khanh causing trouble or gathering to party.

The representative of the residential group in Ward 1 added that Khanh used to often cause trouble with some friends. But in the past few months, he has built an image of being obedient and polite, often staying at home, and only occasionally going out in the evening.

Previously, on the evening of April 17, Quang Ninh Provincial Police dismantled a large-scale drug trafficking and transportation ring led by Nguyen Huu Dang (58 years old, residing in Hung Thang ward, Ha Long city).

The reconnaissance teams continued to deploy to arrest related subjects in the ring, including Ha Thuong Hai (31 years old, residing at Center 2, Thu Cuc, Tan Son, Phu Tho province); Hoang Van Dong and Ha Quang Son (born in 1994, both residing at Center 1, Thu Cuc, Tan Son, Phu Tho).

Bui Dinh Khanh is currently wanted. Through investigation, it was determined that Khanh hitched a ride on a container truck at 0:30 on April 18, 2025 at Phu Thai gas station (adjacent to National Highway 5B) in Kim Thanh, Hai Duong after committing the crime. Quang Ninh police called on the driver of this container truck to contact and exchange information with the Investigation Police Agency to coordinate in tracking down this particularly dangerous criminal.

Khanh left the car in the residential area before running away. Sharing with VietNamNet, Mr. Duong Van V. (63 years old, residing in Dai Yen ward, Ha Long city, Quang Ninh) said that at 9:00 p.m. on the day of the incident, while he was in his house, he saw a white pickup truck rushing to park in front of the gate.

Mr. V. went out to check and saw a person in a red shirt hurriedly leave the car and run to Highway 18. The incident lasted for a few minutes. Realizing something was wrong, Mr. V. and the people in the neighborhood immediately reported it to the local police. Just a few minutes later, the police arrived at the scene to check and discovered guns and grenades inside the pickup truck. The scene was quickly cordoned off.

"At first, I thought it was just someone avoiding a breathalyzer test, so I parked my car in front of my house. When the police checked and found grenades and guns, I was shocked and scared because I knew it was related to the arrest of a drug offender," Mr. V. recounted.
