Quang Ninh: The person who spread the news that 'a human hand was found in the belly of a fish caught' has been punished

Two Facebook accounts posted information that in Quang Ninh, there was an incident where "a human hand was found inside the belly of a grouper caught in the river." Quang Ninh police said this information was false.

On September 19, Quang Ninh Provincial Police said that their professional unit had summoned PTLA (27 years old, in Cam Pha, Quang Ninh) and PTVA (33 years old, in Ha Long City, Quang Ninh) to clarify the fact that these two people posted false information on social networks.

Specifically, through monitoring the situation on cyberspace, the Department of Cyber Security and High-Tech Crime Prevention (PA05 - Quang Ninh Provincial Police) determined that the two women used their personal Facebook accounts to post information "There is a human hand inside the belly of a grouper caught", causing confusion among the public.

At the police station, the two women admitted their crimes.

"The information LA and VA posted is distorted and baseless with the purpose of "getting likes" and increasing interactions for their Facebook accounts," said Quang Ninh Provincial Police. Based on the verification results and collected documents, Department PA05 - Quang Ninh Provincial Police requested LA and VA to remove all posts with false content posted on Facebook, and at the same time consolidate the case files to handle the above two cases according to the provisions of law.

This is not the first case in Quang Ninh that has been recorded due to unverified information. Previously, the People's Committee of Cam Pha City (Quang Ninh) said that the information about 16 dead people found tied together in this locality was false. Cam Pha City Police have summoned the person who spread this false rumor.

Speaking to reporters, the leader of the People's Committee of Cam Pha City (Quang Ninh) said that information on social networks about the discovery of 16 dead people tied together in this locality is untrue.

Previously, through cyberspace control, at 10:00 a.m. on September 10, Cam Pha City Police discovered that the Facebook account "Song An seafood" of Ms. D.TH (in Quang Yen town, Quang Ninh) posted content about Cam Pha rescuing 16 dead people tied together with ropes. This post had 114 likes and 124 shares. Through investigation and verification by Cam Pha City Police, the above information was found to be false.

At the police station, Ms. D.TH admitted that she did not verify the source of information accurately but publicly posted false information about the damage caused by storm No. 3, causing panic among the people.

Cam Pha City Police are preparing a case and handling Ms. H. according to the law. Authorities continue to advise people to be cautious when using social networks.

"People should take special note not to post, share or comment on unverified or inaccurate information that causes public confusion, especially at a time when the entire city is making every effort to overcome the damage caused by storm No. 3," Cam Pha City People's Committee noted.

Lawyer Nguyen An Binh, Head of Nguyen An Binh Law Office and Associates, Hanoi Bar Association, said: Providing and sharing fake and untrue information is a violation of the law. Depending on the content, nature, extent, motive of the act, and consequences of spreading false information, the subjects spreading the information will be subject to administrative sanctions or criminal liability.

In addition, the offender will be fined from 30 million VND to 200 million VND, subject to non-custodial reform for up to 03 years or imprisonment from 06 months to 03 years and may be subject to additional penalties of fine from 05 million VND to 50 million VND; banned from holding positions, practicing a profession or doing certain jobs from 01 year to 05 years.
