Quang Ninh: Mobilizing tens of thousands of vaccine doses, after rabid dog bite of 14 people

Currently, in Dam Ha district, Quang Ninh province has urgently carried out the screening of local dogs and cats, keeping leashes and conducting vaccination on a province-wide scale before March 15.

The incident occurred on February 28 at Duc Yen High School & Secondary School, Duc Yen Commune, Dam Ha District, Quang Ninh Province. Accordingly, a rabid dog suddenly ran into the school, attacking 13 students and 1 teacher.

Immediately after receiving the information, Dam Ha District People's Committee directed the authorities to collect samples of the dog and send it to the National Veterinary Diagnostic Center. By Feb. 29, the sample tested positive for the rabies virus and the dog was culled. Those bitten by dogs have been treated, and are now in stable health.

According to preliminary statistics, there are currently 8,500 dogs and cats in the district, of which Duc Yen commune has 938 dogs and cats. Notably, from January 11 to February 5, 2024, also in Dam Ha district, Quang Ninh province, 2 rabies outbreaks have been detected in 2 households, local authorities have arrested and destroyed 6 dogs according to regulations.

To avoid the incident becoming more serious, the People's Committee of Quang Ninh province has asked localities to review the total herd of dogs and cats, keep them on a leash and conduct vaccination before March 15. Particularly, Dam Ha district, where the outbreak occurred, must complete rabies vaccination by March 10.

In order to handle the rabies outbreak well, Dam Ha district has zoned, treated rabid dogs, disinfected and by March 4, completed the review of the total herd of dogs and cats in the area with a total herd of about 10,000 dogs. However, this may not be the actual number because many households are still afraid and do not honestly declare the number of dogs raised.

A representative of the Quang Ninh Provincial Veterinary Department said that the locality has ready 13,000 doses of rabies vaccine to inject the total herd of dogs and cats in the area before March 15.

"Since the beginning of the year, Quang Ninh has had 3 rabies outbreaks. Thus, rabies now arises not only in the hot season but in the year-round months. There are cases of being bitten by a rabid dog but not developing symptoms of rabies, but 1 year later. Therefore, many times people are subjective, when bitten by dogs and cats, do not go for antiserum injections. Particularly, cases of antiserum injection can immediately control rabies virus transmitted to humans," said a representative of Quang Ninh Provincial Veterinary Department.

In the coming days, Quang Ninh province will simultaneously inspect, accurately statistics the number and organize vaccination of 100% of dogs and cats in the area. In particular, it will strictly handle cases of deliberate violations such as letting dogs and cats loose, without muzzles in public places.

In addition, it is recommended that villages and villages strengthen propaganda and mobilize households to monitor the behavior of dogs and cats kept in the house, if they find abnormalities, they should immediately report them to local authorities for timely handling.

Rabies is transmitted mainly through the bite, scratching, licking of an animal with rabies on the damaged skin. It is characterized by a long incubation period, detected late depending on the condition of the bite, usually after several weeks, sometimes years. At that time, the wound from dog and cat bites was scarred, even many people forgot to be bitten by the animal.

Human disease can be prevented with vaccines or anti-rabies serum. Immediate injection and correct regimen can prevent disease. Manifestations of rabies in humans are fear of water, fear of wind, convulsions, paralysis. Once rabies strikes, the mortality rate is almost 100% for both humans and animals.

Doctors recommend that people bitten, scratched, licked or contacted by dogs or cats should immediately wash the wound with thick soapy water and rinse with saline, apply antiseptic iodine to reduce the amount of virus at the bite site, then immediately go to a medical facility for advice and rabies vaccination. Absolutely do not be treated with male pills.
