Clip "Karma in Nu Lao Cai village": offensive, forced to remove link, 30 million VND frame

Acts of posting false information on social networks that affect the reputation of others may be punished. Article 99 of Decree 15/2020/ND-CP stipulates that violations of regulations on electronic information sites may be fined from VND 20,000,000 to VND 30,000,000.

In case of posting false information on social networks that affects the reputation of others, organizations can be fined from 20,000,000 VND to 30,000,000 VND and individuals from 10,000,000 VND to 15,000,000 VND. In addition, the link to the false information must be removed.

In case of posting false information on social networks that affects the reputation of others, one may be prosecuted for slander with a prison sentence of 01 to 03 years.

Previously, a news site reported that a YouTube channel called "Little Lessons" with more than 324,000 followers posted an animated video called "Karma - Fairy tales - Little lessons - Gifts of life". Notably, this video included an illustration with the caption "Karma of Nu Village, Lao Cai". This made the online community angry.

The video is 42 minutes and 15 seconds long, with the title mentioning the tragic incident that happened in Lang Nu. However, the first 1-2 minutes of the clip were later edited and the thumbnail and title were changed, leaving it at 41 minutes and 36 seconds. The original content of the video was about 3 foreign stories, unrelated to the Lang Nu incident, but the title caused outrage.

The original video was hidden from the Vietnamese region, after being edited, it was completely public on the YouTube channel. Currently, the videos on the same YouTube channel "Little Lessons" are all hidden. According to the description information below the clip, the copyright belongs to Sunrise Media Company, headquartered in Tan Binh District, Ho Chi Minh City.

According to the investigation, Mr. Vien Hong Quang (29 years old, living in Hanoi) is one of the people who discovered the video posted by the channel "Little Lessons". According to Mr. Quang, the channel initially posted the video with the name "Karma of Nu Lao Cai village - Fairy tales - Little lessons - Gifts of life". After that, the channel owner changed the title and illustration as well as locked the comments.

Mr. Tran Trung Tin (22 years old, from Quang Ngai) said: " I saw the image people shared at 11 pm. I think the authorities need to clarify the incident to determine whether or not they are using tragic incidents to attract interactions on social networking platforms. This is a pressing issue, causing public outrage."

According to Mr. Do Hoang Thinh (23 years old, from Lam Dong), he hopes the authorities will soon investigate and clarify the above image.

"During this sensitive time of storms and floods, the whole country is looking towards the North, which is suffering the severe consequences of Typhoon Yagi, but some individuals are using the loss of their fellow countrymen to attract interaction on social networks. I hope that inter-sectoral agencies and organizations will soon clarify this issue," Mr. Thinh said indignantly.
