Woman suffers consequences for stubbornly burning votive gold in dormitory staircase

When reminded of the votive burning in the stairwell of the dormitory, the woman immediately reacted: "I've never had a fire here in 40 years." The above action received many harsh reactions from the public.

At noon on 31/5, people in Thanh Cong ward, Q.Ba Dinh complained that Mrs. L.T.T. H stayed in Thanh Cong collective area, Thanh Cong ward burning votive gold at the 4th floor mat. Smoke and flying ash affect the health and activities of nearby people and pose a high risk of fire and explosion.

The clip shows that, after noticing smoke entering the house, a woman went outside to check on her when she found two neighbors burning votive gold in the corner of the dormitory's stairs. Because horses and votive gold were flammable, the fire flared, reddening a corner of the stairs.

Witnessing the dangerous act, potentially dangerous fire and explosion, the person filming the clip spoke up to dissuade, "Whoever has a job and then brings it out here to burn like this and then cause a house fire. Now that the fire is up, how do you do it, Now in Hanoi how many fires occur in 1 day... You burn it, you can run downstairs, it's easy, you go up here and watch."

The middle-aged woman and 2 young men who stood burning votive gold countered, "I've never had a fire here in 40 years. How can fire burn. I'm standing here burning, burning some horses."

At this time, the girl was bored by the woman's explanation but patiently analyzed, "My house is in the inner corner and I smell smoke so I have to leave. If we live in a common place, we have to be a little conscious. Why people don't let you burn it down the street, there's a reason."

But the neighbor's family continued, "Do you see that corner, the incense sticks people burned are still there. Every day there are incense sticks, every Tet, people burn here." The young man who was there, standing with the votive burner, continued, "Stop talking to me. I don't explain it to you anymore, you turn to influence others, you just do it. It's only done once a year, not always." The young man then fled to the house.

However, the act of burning votive gold in the dormitory continued, while burning the horses, the woman complained, "Only once a year, and there are only 1-2 horses. Burning is only 5-10 minutes, not burning from now until night. Burning 1-2 horses is worth nothing, just make trouble with each other."

The young man then proceeded to carry his paper cap down the corner of the stairs to continue turning gold, ignoring warnings about the possible danger of fire and explosion.

Immediately after receiving the feedback, Thanh Cong Ward People's Committee coordinated with Thanh Cong Ward Police, Ba Dinh District Police Fire Protection & Fire Protection Team to request Ms. L.T.T.H. to come to the ward People's Committee headquarters to work.

Here, representatives of local authorities propagated, instructed and informed the content of Ms. H's violation of fire safety regulations. Accordingly, the act of using fire sources and heat sources in places with prohibitions (escape stairs of the house) violated Clause 3, Article 35 of Decree No. 144/2021/ND-CP on Regulations on penalties for violations main in the field of fire protection.

The authorities have made a working record recording the contents of the case and made a record of sanctioning administrative violations against Ms. L.T.T.H. for the act: Using fire sources and heat sources in places prohibited by Clause 3 Article 35 of Decree No. 144/2021/ND-CP, a fine of VND 4 million; and asked Mrs. H. to undertake not to reoffend.

Informed and explained by the Police, Ms. H. was also aware of her own violation of the law, and committed to the authorities not to repeat the above behavior.
