According to the indictment, in 2019, with the permission of the People's Committee of Chau Phu district, An Giang province, Nam Viet Binh Phu Aquaculture Company Limited signed a contract with Thuan Trung Investment and Construction Joint Stock Company. On August 31, 2023, Phan, Dao, Phien and Nhan were prosecuted. On October 27, 2023, Phuong was prosecuted.
