Regarding the incident in which a young man knocked over a man's bike while he was driving on the road, on November 22, Binh Tan District Police (HCMC) said that the unit is currently taking the statement of HMT (born 2005).

Receiving the report, Binh Hung Hoa Ward Police, Binh Tan District arrived at the scene, recorded the incident, and searched for the young man to clarify and handle the case.

Previously, on November 21, a clip was circulated on social media recording a scene of a young man riding a motorbike carrying a girl. While driving, this person suddenly used his foot to kick the handlebars of the motorbike of the man carrying the goods.

The strong kick caused the man to lose control of the steering wheel and fall onto the road. The young man did not stop but continued to move. Mr. TGH (35 years old, living in Ho Chi Minh City) - the car owner whose camera recorded the incident - said that the above situation happened at around 4:31 p.m. on November 20, on Huong Lo 3 Street, Binh Hung Hoa Ward, Binh Tan District, Ho Chi Minh City.

Therefore, T.'s cycling behavior could lead to T. being prosecuted for the crime of "Intentionally causing injury" under Point i, Clause 1, Article 134 of the 2015 Penal Code with the circumstance of "being of a hooligan nature".

In case the police agency decides not to prosecute, with the above behavior, T. can still be administratively sanctioned with a fine of 5 to 8 million VND for the act of "Intentionally causing injury to another person" according to Point a, Clause 1, Article 7 of Decree 144/2021/ND-CP.

Anyone who intentionally causes injury or harm to the health of another person with a bodily injury rate of 11% to 30% or less than 11% but falls into one of the following cases, shall be subject to non-custodial reform for up to 03 years or imprisonment for 06 months to 03 years.

Anyone who prepares weapons, explosives, dangerous weapons, dangerous acids, dangerous chemicals or establishes or participates in a criminal group with the aim of causing injury or harm to the health of another person shall be subject to non-custodial reform for up to 02 years or imprisonment for 03 months to 02 years.

Anyone who intentionally causes injury or harm to the health of another person with a bodily injury rate of 31% to 60% due to exceeding the limits of legitimate defense or exceeding the necessary level when arresting a criminal shall be subject to a fine of VND 5,000,000 to VND 20,000,000 or non-custodial reform for up to 03 years.

Anyone who, while performing official duties, uses force outside of the cases permitted by law, causing injury or harm to the health of another person with a bodily injury rate of 31% to 60%, shall be subject to non-custodial reform for up to 03 years or imprisonment for 06 months to 03 years.
