This project is chaired by the Criminal Police Department - Ha Tinh Police, in coordination with the Ha Tinh Border Guard, the Ministry of Public Security and agencies and units of Laos.

Ha Tinh Police said that since the beginning of 2024, the unit has continuously received many reports of being defrauded of billions of VND with the same method.

Along with that, many families whose children were tricked into selling to Laos with the promise of "light work, high salary" also sent reports. In particular, many people when going to Laos are forced to participate in criminal activities, want to return but cannot because all their papers are confiscated and strictly managed.

After verification, the police made a special case to support the rescue. Police determined that at the end of 2023, cyber trafficking lines appropriated assets in Southeast Asia such as Cambodia, the Philippines, Malaysia, Myanmar, and moved their operating areas to the Golden Triangle Special Economic Zone in Bokeo province, Laos.

The target groups have hooked up with Vietnamese people who have participated in online organizations led by foreigners operating in other countries to implement the tactic of "using Vietnamese to deceive Vietnamese". The group of people began to entice, seduce, and deceive Vietnamese people who entered the country illegally with an attractive salary policy of 18-30 million VND to commit illegal acts.

In a short time, the group of subjects formed a gang, implementing their own "empire" in the area known as the "paradise of criminals" - the Golden Triangle Special Economic Zone. The group of people who eat and live is concentrated in high-rise buildings in the Golden Triangle special economic zone.

Taking the name of an enterprise legally licensed in a special zone, the target group is organized methodically according to the company model with full management and administration departments. They are divided into groups and groups, operating according to the regulations and rules set by the masterminds and leaders with their subordinates; divide benefits according to monthly salary and percentage of the amount of money each subject deceived by the victim. The people working here are trained and instructed to follow many "scenarios" that have been very elaborately drafted beforehand.

According to the available plan, the subjects who use and build the virtual "Pho Bo" account, impersonating successful, wealthy people, successful entrepreneurs, regularly post pictures of playing and traveling, making this virtual account look like the real one to make friends, get acquainted, and build trust with many people in Vietnam.

The target group of victims is women who have economic conditions or have many social relationships. With sophisticatedly orchestrated "psychological traps", when building emotional relationships, building trust with victims, the target group will entice and entice them to invest in online business to enjoy high commission and profit.

At the beginning, this activity brought the victims very good profits, so they will invest more and more money. When it is impossible to invest more, the subjects will "kill customers" by creating many different reasons to cut off contact, thereby appropriating the money that the victim has invested in. With that method in 2 years of operation, this international criminal organization has committed tens of thousands of victims, appropriating hundreds of billions of VND.

Ha Tinh Police said that in phase 1 in May, the unit coordinated with units to successfully rescue 36 people to return home safely, and at the same time arrested 4 subjects for human trafficking, fraudulent appropriation of property. From here, the Ha Tinh Provincial Police Task Force coordinated with the Ministry of Public Security, Ha Tinh Border Guard and the authorities of Laos to plan to solve the crime with the motto "tightly encircle the outer ring, raid the inner ring".

On July 30, heavy rain, the risk of landslides can occur at any time. But the elite soldiers of the Criminal Police Department of Ha Tinh Police and professional units set out to carry out their tasks. Upon arrival, the special case committee faced difficulties when this was a special economic zone with a specific nature and had its own "special zone law". It is very difficult for outsiders to enter because they must have identification documents proving their work here.

Here, the functional forces arrested 155 subjects, seized nearly 100 passports, 74 pink tablets, 18,900 yuan, dozens of computers and nearly 500 phones and thousands of unauthorized phone sims.

In particular, Hoang Bich Ngoc after learning the information fled to Vietnam. But when he arrived at Noi Bai airport, he was arrested by the police.

The subject named N.T.H. declared, in the past time, he has carried out virtual fraud on more than 200 Vietnamese. Among them, there are people who have been deceived up to 5 billion VND. With sales ranging from 7-11% based on the amount of money appropriated, on average, N.T.H will receive a minimum of 8,000-10,000 yuan per month, equivalent to 25 million to 36 million Vietnamese dollars.
