During the work, Tan Ong Cao (30 years old, Dao ethnicity, residing in Phin Ngan village, Trinh Tuong commune) confessed to being the mastermind and leader of colluding with foreign subjects, along with Ly Lao San (23 years old, Dao ethnicity, residing in Den Thang village, Trinh Tuong commune) and Ly A Hong (20 years old, Mong ethnicity, residing in Ban Lau village) deceived 5 victims to receive money and other material benefits.

Among them, a victim in Lao Cai was affected for 5 days, after which the group recorded a video and sent it to his family demanding 450 million VND ransom. During the investigation, the subjects voluntarily surrendered and confessed their crimes.
