Through rapid testing, authorities determined that all 9 subjects tested positive for banned substances.

Up to today, on 9/11, the Police Investigation Department of Hoa Binh City Police has taken criminal custody of 6 subjects, including: Ta Van Tuan (SN 2000); Nguyen Thi Phuong Linh (SN 1986); Nguyen Hoang Thang (SN 1996); Nguyen Ngoc Mai (SN 1994), co-resident of Hoa Binh City; Nguyen Quang Bach (SN 1995, Kim Boi district, Hoa Binh) and Nguyen Van Duong (SN 1993, Thanh Oai district, Hanoi city).

For the remaining 3 subjects, the police agency is completing procedures for handling according to regulations. Currently, the case is still being investigated and consolidated to handle the subjects in accordance with the law.

Through the above incident, the police of Hoa Hoa city recommend that people in the city when detecting strange signs such as: gathering large numbers of people, playing loud music or suspected of organizing the use of banned substances in apartments and apartment complexes, they should promptly report to the police of the local ward for handling, resolve.

Not long ago, the police of Hoa Binh City also arrested a group of young people who celebrated their birthday with banned substances in a resort in Hoa Binh.

Lao Lao page reported that on May 11, Hoa Binh City Police, in collaboration with the National Police Team on Social Affairs, Tan Thinh Ward Police, who were on duty to check the accommodation, discovered a group of nearly 20 people renting 5 rooms at Ann's Villa Hill Resort (Group 17, Tan Thinh Ward, Hoa Binh City) illegal use of banned substances.

At the time of inspection, all 19 people, aged between 18 and 34, all had permanent addresses in Hanoi. In the rest rooms, the police seized 1 porcelain plate, 7 plastic packages inside containing banned substances and many other exhibits with banned substances.

Through rapid testing of subjects at the scene, 17 out of 19 subjects tested positive for this banned substance. At the police office, the subjects confessed to illegally using synthetic banned substances together.

In particular, the subject Nguyen Phuong Thao (SN 2000, residing in Truong Dinh ward, Hai Ba Trung district) testified that, on the occasion of his birthday, he should join his husband, brother and invite friends to Hoa Binh to organize and use banned substances.

As a result of the initial struggle, Hoa Binh City Police Registration Agency has sufficient grounds to identify 7/19 subjects who have committed acts of "Organizing illegal use of prohibited substances" as prescribed in Article 255 of the Penal Code, the CSI has issued an order to detain people in case of emergency. For 10 subjects who tested positive for banned substances, due to insufficient grounds for criminal detention, this group wrote an application for voluntary detoxification at Detoxification Facility No. 1 in Hoa Binh province.

About 1 month later, the same group of organizers using banned substances were arrested but this time in Da Nang city.

The Criminal Investigation Police Department of Da Nang City Police arrested a group of young men, aged between 18 and 25 from Lien Chieu district to Son Tra district to rent apartments to gather together to buy, sell and use illegal substances. Notably, among the banned substances detected and seized, new banned substances appeared disguised as coffee packets...

It is known that this group operates inter-district from Son Tra through Hai Chau and some other areas, often driving very fast to avoid the monitoring and control of functional forces. It is worth mentioning that the subjects have thoroughly taken advantage of social networks to exchange, trade and buy and sell banned substances, so it is very difficult to reconnaissance.

Until 21:45 on June 16, in front of 218 Ho Nghinh Street, Phuoc My Ward, Son Tra District, scouts caught Tran Le Huy Khang (18 years old, residing in Tho Quang ward, Son Tra district) for illegally buying and selling illegal substances. The seized items included 2 ecstasy pills and 1 packet of the banned substance Ketamin.

Through quick exploitation, the Criminal Investigation Police Department has urgently arrested Pham Si Khoi (25 years old, resident of Hoa Hiep Nam ward, Lien Chieu district) and Pham Thi Hong Ngoc (23 years old, resident of Hoa Minh ward, Lien Chieu district) for illegally buying and selling illegal substances. At the same time, arrest Tran Anh Phu (23 years old, resident of Hoa Phat ward, Cam Le district) for illegal possession of illegal substances.
