Boy kidnapping suspect blackmails 15 billion: Educated, well-off family, loves children

On August 15, the public was bewildered by information about the boy's abduction at the BT7 villa complex and the kidnapper then demanded a ransom of 15 billion and forced the boy's family to go to Henan to trade.

Thanks to coordination with authorities, by the early morning hours of August 15, the boy was successfully rescued. The kidnapper was also arrested by police forces and taken to the agency for investigation.

After the interrogation process, the Hanoi City Police made an official report on the case of kidnapping and extortion. The suspect was identified as Nguyen Duc Trung (SN 1992) from Tam Duong district, Vinh Phuc province.

Both authorities and locals were surprised to learn that Nguyen Duc Trung was the perpetrator, as he had never heard anything and both husband and wife were officials.

Talking to Lao Dong Newspaper, Mr. Nguyen Kim Trong - Head of Hoa Thinh village - said: "Nguyen Duc Trung's family has 2 brothers, Trung is married and has a son over 1 year old. Sometimes from work in Vinh Yen City to his hometown, Trung often buys sweets for the children in the village.

No one would have suspected that Trung was the perpetrator of the kidnapping of children for extortion."

"From childhood until the end of grade 12, there was never anything in the Chinese locality. Trung and his wife are both cadres and educated, so everyone loves them," Hoa Thinh village chief added.

A neighbor near the suspect's home said Trung's parents were economically well-off and sociable.

"Get married, have children and work in Vinh Yen City, but every time I go back to my hometown, Trung goes to visit the village, play with children. To this day, we still don't understand how China dares to cause such evil," he said.

Shocked by the incident, Thanh (the suspect's father) said that since learning about the incident, the family has not received official news or any agency to work.

"This time Trung said he was busy with work, two weeks before taking him home to eat with his grandparents for a meal and then hurrying away.

Yesterday (15.8), Trung's wife went to Hanoi but has not been able to visit or ask for any information about her husband," Thanh worried.

Law doctor Dang Van Cuong (Head of Chinh Phap Law Office) said that suspect Nguyen Duc Trung's behavior was very aggressive, showing disregard for the law.

The incident resembles an action movie scenario that rarely happens in reality in Vietnam. The suspect will face the maximum of the penalty frame, which could be 20 years in prison or life in prison.

"This act is a violation of the law, simultaneously infringing on many objects protected by the criminal law, so it is necessary for the investigating agency to urgently step in and control the arrest of the subject to ensure security and social order and safety, showing the strictness of the law." Dr. Dang Van Cuong made a point.

With the amount intended to misappropriate VND 15 billion, the suspect will face a maximum penalty of life imprisonment as prescribed in Clause 4, Article 169 of the 2015 Penal Code.

According to the head of the Chinh Fa Law Office, the crime of kidnapping with intent to obtain property is one of the crimes of infringement of property rights.

The act of arresting, detaining or detaining the victim is a dangerous act for society, but this act can also constitute an independent crime if the subject has no purpose of obtaining property (the crime of unlawful arrest, detention or detention).

"Due to the dangerous nature of the offense, from a legal point of view the crime constitutes a form, as long as the subject commits an act dangerous to society (which does not require the consequences of obtaining the property that occurred), the act satisfies the mark that constitutes a crime", Cuong emphasized.

In this case, although the kidnapper has not appropriated the desired amount of VND 15 billion, he is still criminally responsible for the money that he has given as a basis for determining the nature of the case and as a basis for the court to choose the type of punishment to suit the nature of the offense.

Especially, the act of fleeing and resisting the functional forces shows the aggressive, stubborn nature and disregard for the law of this object. The act of causing injury to the person on duty, so the suspect will be subject to aggravating circumstances of criminal liability, and at the same time is the basis for the court to decide on the level of severe punishment.
