Defendant Minh, although knowing that construction exceeded regulations and did not meet fire protection requirements would pose many risks, but still did it for personal profit.

Through the review process, Nghiem Quang Minh is also the investor of 8 mini apartments in the city, including 5 projects, in Thanh Xuan district, Tay Ho district, Dong Da district, and Dong Da district.
