Initially, the authorities determined that at about 6:20 a.m. on May 29, Mr. NVL (born 1965, residing in Quang Trung ward, Thai Binh city), drove a 29-seat car with a teacher from Hong Nhung Kindergarten to pick him up. H. and 9 other students went to school.
When arriving at school, Mr. L. opened the car door for the teacher and the students to go into the classroom. After that, this person drove the car to park at the school gate and locked the door to leave. When entering class, the teacher took a photo of the student attendance and sent it to the school's software and discovered that H was missing.
However, this teacher did not notify the family to check whether the c.hild came to class or not. The student transportation department and the driver also did not cross-check and hand over to ensure that the children arrived at school safely.
At about 5:00 p.m. the same day, Mr. T.D.A came to pick him up and discovered the incident. At this time, H. had been forgotten on the shuttle bus for too long, leading to his d.eath. That night, the Thai Binh City Police Investigation Department decided to prosecute the case.
Leaders of the Provincial Party Committee, Provincial People's Committee and functional branches have coordinated with party committees and grassroots authorities to organize visits and encouragement for the family. Thai Binh province has also requested the specialized unit to soon issue a document to direct and correct the activities of dropping off, picking up and managing children at preschools in the area.
By 11 p.m. last night, the crime scene investigation was completed. The b.aby was taken from Thai Binh Provincial General Hospital to Thai Binh City Funeral Home to hold the funeral according to regulations.
