The Prime Minister has just signed Decision No. 1112 awarding certificates of merit to 3 individuals in Lao Cai province with excellent achievements in preventing, combating and overcoming the consequences of typhoon No. 3.
The three individuals include: Mr. Ma Seo Chu (Head of Kh.o Vang Village, Coc Lau Commune, Bac Ha District), Mr. Hoang Van Diep (Head of Lang Nu Village, Phuc Khanh Commune, Bao Yen District), Mr. Chau Van Chung (Chairman of the People's Committee of Muong Hum Commune, Bat Xat District).
The Decision clearly states that these are individuals with extraordinary outstanding achievements in prevention, control and search and rescue, rescue and overcoming the consequences of Typhoon No. 3 in Lao Cai province. Due to the influence of the circulation of Typhoon No. 3, from September 7 to 11, Lao Cai province experienced heavy rain, water on rivers and streams rose, causing flash floods, landslides, and directly threatening the lives and property of the people.
With the spirit and responsibility of the heads in residential areas, Mr. Ma Seo Chu, Hoang Van Diep and Chau Van Chung have been proactive and active in directing the people to raise their vigilance, promptly relocate to a safe place; actively coordinate with functional forces in overcoming the consequences of natural disasters, search and rescue in the locality.
In particular, Mr. Ma Seo Chu, Head of Kh.o Vang village, organized an inspection and detected landslides, resolutely mobilized 115 people to relocate to a safe place to avoid the landslide disaster that occurred on September 10 in Kh.o Vang village, Coc Lau commune. The landslide completely damaged 6 houses of 34 people, 15 houses were severely damaged.
Mr. Hoang Van Diep, Head of Lang Nu village, has actively coordinated to instruct and support functional forces, search for missing people in Lang Nu village, and take care of the aftermath of the unfortunate people found.
Mr. Chau Van Chung, Chairman of the People's Committee of Muong Hum commune, has decided to promptly direct the development and implementation of a specific plan in responding to the impact of storm No. 3.
Especially on the morning of September 9, receiving information that Bat Xat Secondary School and High School were at risk of landslides, Mr. Chung approached, assessed the situation and promptly reported to the district leaders to urgently move 130 students and 11 teachers to a safe place about 500m from the school area. About 2 hours later, all 16 rooms of the students' boarding house collapsed completely.
After the disaster in Nu Village, Assoc. Prof. Nguyen Chau Lan, University of Transport and Communications, and Dr. Do Tuan Nghia, Thuy Loi University and many scientists were present at the scene to find a temporary resettlement place for the lucky survivors, and at the same time find the cause of this terrible incident.
According to Assoc. Prof. Lan, the area where the mud and rock flood occurred in Nu Village suffered a very heavy rainfall in a short time. On average, this area rains up to 57mm per hour, the total accumulated rainfall in 3 days is up to 633mm, equal to 1/4 of the average rainfall of Lao Cai province within a year. On the geological conditions of strongly weathered shale and thick weathering layers and many other risk factors, combined with extreme heavy rainfall, disasters occurred very quickly with a terrible level of destruction.
Assoc. Prof. Lan's research team calculated that a volume of soil and rock of up to 1.6 million cubic meters fell from Con Voi Mountain at a very fast speed, the fastest time of overflow was up to 20m/s, so in just about 10-15 minutes, a huge muddy waterfall overflowed into Lang Nu. covering an area of up to 38 hectares. The disaster has submerged 37 houses in the mud flood with a depth of 8-15 meters, the deepest place is covered up to 18 meters, the length of the mud flood is up to 3.6 km.
According to Assoc. Prof. Lan, over the years, some areas of our country have also recorded this type of natural disaster such as in Tra Leng (Quang Nam), Sa Pa (Lao Cai), but there has not been a mud flood with serious devastation and terrible consequences like in Lang Nu. As of the afternoon of September 26, this muddy flood caused 57 deaths, 10 people were missing, destroying almost the entire village.
The expert shared, from the traumatic story in Nu Village as well as the reality of mud and rock floods in some countries such as Korea, Taiwan, and China, it can be seen that, with rainfall of over 40mm/h and accumulated rainfall of up to 250mm, landslides/mud floods can occur. Therefore, the group of scientists recommended that the rain threshold warning should be considered.
