At that time, Mr. H.V.L. (20 years old, in Thanh Son village, Thanh Hoa commune, Nhu Xuan district, Thanh Hoa province) used a motorbike to transport his granddaughter in grade 8 to the Nhu Xuan district boarding school for ethnic minorities.

When passing the C3 spillway of Thanh Lam prison, due to the moss on the slippery surface, the two uncles slipped and fell into the fast-flowing water ravine. At this time, a teacher walking behind jumped down to save the girl, and the young man driving the motorcycle was swept away by the water and died.

According to the leader of the People's Committee of Xuan Hoa commune, the girl has passed the critical stage and is being treated at Thanh Hoa Provincial General Hospital. The young man was found and handed over to his family at about 8 a.m. on the same day.

"The young man knew how to swim, but because he was wearing a raincoat, the water was flowing fast, so he could not escape. This young man had just finished printing the invitation and was preparing to hold a wedding this month when a heartbreaking incident occurred," the leader of Xuan Hoa commune shared.

Previously, due to the impact of storm No. 3 and storm circulation in Lang Chanh district, there was prolonged heavy rain, causing a landslide incident behind the construction of Lam Phu Secondary School, Lang Chanh district.

The landslide completely collapsed the toilet area, spilled onto the first floor and seriously affected the structure of the 2-storey 8-room classroom building (columns tilted, broken, peeling off the rebar; cracked foundations, walls; at high risk of collapsing).

In addition to affecting the above works, the landslide incident also has the risk of causing damage to other existing items and works of Lam Phu Secondary School, seriously affecting the school's teaching and learning.

In Ngoc Lac district, the emergency situation for landslides on the roof of the main Cua Dat canal (section from K6 300 to K6 500 in Phung Giao commune, Ngoc Lac district) has also been announced by the People's Committee of Thanh Hoa province.

Accordingly, large-scale heavy rain lasted for many days, causing landslides on the right bank of the main canal of Cua Dat irrigation system; landslides buried soil and rocks in the bed of the Chinh canal, the volume of landslides is about over 150,000 m3, which has now been filled and caused congestion in the canal bed passing through this location. This phenomenon has the risk of affecting households living in Hop Thanh village, Phung Giao commune, especially 4 households/19 people living right on the left bank of the canal (opposite the landslide) and people and vehicles when participating in traffic along the canal.

Landslides in this area still tend to be complicated and unpredictable, especially when heavy rain occurs.

In Nhu Xuan district, Thanh Hoa Provincial People's Committee has announced an emergency situation of landslide in the area of Nhu Xuan Secondary and High School, Thanh Quan commune.

Prolonged heavy rain caused a landslide incident on the hill behind Nhu Xuan Secondary and High School, Nhu Xuan district, causing the retaining wall of the taluy roof to slip and break about 50m, the landslide touched the base of the wall behind the multi-purpose house and a 2-storey classroom house.

In addition to affecting the above-mentioned work items, the landslide incident also has the risk of causing damage to other existing items and works of Nhu Xuan Secondary and High School, seriously affecting the safety of life and teaching and learning of the school.

In addition to applying options to ensure the safety of life and property, the People's Committee of Thanh Hoa province assigned the Department of Finance to assume the prime responsibility for, and coordinate with the Department of Planning and Investment and relevant units to advise and report to the competent authorities for consideration and decision on financial support to handle landslides in the above areas according to regulations.
