The wish to "find his youngest child to bring back for burial" after a flood swept away 5 relatives of Mr. Hoang Van Thoi in Lang Nu village (Phuc Khanh commune, Bao Yen district, Lao Cai province) made everyone choke up.
On the morning of September 22, information from the Command Center for searching for missing victims after the terrible flash flood and landslide in Lang Nu village (Phuc Khanh, Bao Yen, Lao Cai) said that by 8:00 a.m. this morning, another missing victim had been found.
The body of the victim found was Hoang Duc L. (born in 2023), found in the Lang Nu stream area. L. is the son of Hoang Van Thoi (31 years old, residing in Lang Nu village).
Sharing with Tuoi Tre Online newspaper, Mr. Thoi tearfully said: "After 12 days, my son was able to reunite with his grandmother, mother, and two sisters." He said that up to now, 5 of his relatives including his mother, wife, and 3 children have been found after the terrible flash flood.
Previously, 4 victims including Mr. Thoi's mother, wife and 2 children were found and buried. For the past 12 days, the thin, lonely man has been quietly turning over mud mixed with rubble in the hope of finding his 1-year-old son so he can reunite with his family.
To date, Mr. Thoi's wish has been fulfilled when the authorities finally found baby L. after 12 days of searching. The family is currently carrying out burial procedures for baby L.
It is known that the day before the flash flood, Mr. Thoi took his wife and three children to his younger brother's house on the other side of the stream to avoid the storm, while he returned home to look after the house. Early in the morning of September 10, the terrible flash flood buried the entire house where his wife and children were taking shelter.
The current death toll from the Lang Nu flash flood is 55, 12 people are missing, and 14 people are being treated in hospital.
According to VOH, in the face of serious damage, on the afternoon of September 21, the Lao Cai Provincial People's Committee coordinated with Vietnam Television to organize the groundbreaking ceremony for the Lang Nu resettlement area. This resettlement area is built about 2 km from the flash flood site, with a scale of about 10 hectares in phase 1. About 40 two-story stilt houses in the traditional Tay style will be built, each household will have an area of about 1,000 m². The resettlement area will also be fully equipped with necessary infrastructure such as cultural houses, schools, roads, electricity and water systems to ensure a long-term and stable life for the people.
Not only Lang Nu, Lao Cai province also implemented other resettlement projects for areas severely damaged by floods. On the morning of September 22, the Provincial People's Committee coordinated with Vietnam Television to start construction of the Nam Tong resettlement area, Nam Luc commune, Bac Ha district. Phase 1 of the project will provide accommodation for 17 households, each with an area of 300 m². The houses here are built in the traditional level IV style of the Mong people, with auxiliary works such as kitchens, toilets and electricity and water infrastructure so that people can live stably.
On the same day, another reconstruction project was also launched in Kho Vang village, Coc Lau commune, Bac Ha district. This project covers an area of about 3.5 hectares and will provide accommodation for about 40 households. The houses here will have an area of 350 square meters, along with many auxiliary works and cultural institutions to serve community life. This project is financially supported by the Vietnam Oil and Gas Group.
Flash floods and landslides in Lang Nu have caused serious damage to people and property. Local authorities and organizations have quickly implemented remedial measures, ensuring that affected people have safe and stable housing. The resettlement areas were built not only to address housing needs but also to create conditions for long-term sustainable development for local communities.
Currently, search and rescue work is still continuing, along with humanitarian support activities to help people overcome the difficult period after the disaster.
