On the morning of September 10, a terrifying flash flood swept through and completely buried Lang Nu village, Phuc Khanh commune, Bao Yen district, Lao Cai province.
Bao Yen District Party Secretary Hoang Quoc Bao went directly to the scene immediately after receiving the news.
At the scene, due to traffic disruption, power outage, and no phone signal, the entire village was completely isolated, making command and information support to the outside difficult.
With no other choice, Mr. Hoang Quoc Bao, Secretary of Bao Yen District Party Committee, was forced to write a handwritten letter to quickly report to the province and at the same time notify district agencies for support and rescue.
The letter was scribbled on a student's notebook with the following content:
"Bao Yen District Party Committee respectfully sends to: Comrade Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
At 6:00 a.m. on September 10, flash floods occurred in Nu village, Phuc Khanh.
At 2:00 p.m., the district reached the scene.
Damage: The village has 35 houses and 128 people. Currently, 10 people have been found and given first aid, the rest are missing.
Respectfully report and request urgent search and rescue assistance".
An officer then carried this handwritten letter through the forest to report the news.
Immediately afterwards, military and police forces quickly arrived at the scene, trying to search for people. In addition to regular military and police forces, dozens of local residents and forces also participated in the rescue at the site of the flash flood.
Mr. Hoang Ngoc Diep, the village chief, described the scene as a nightmare: "Seeing the giant mud like clouds, rolling from the 100m high mountain peak and rushing down, I have never witnessed anything so terrifying."
Local people said that in many generations living here, they have never faced such a fierce flood.
Also on the same day, in Lao Cai, a serious landslide occurred at the Southeast Asia - Nam Luc Hydropower Plant in Ban Cai Commune, Bac Ha District. The landslide injured one person and five others are suspected to be missing. The cause was due to heavy rains for many consecutive days causing a large amount of rock and soil to flow down, collapsing the hydropower plant's operating house.
Lieutenant Colonel Ly Minh Chien, Commander of the Bao Yen District Military Command, said that a large amount of mud, rocks, and large trees had fallen. In addition, most of the houses were wooden, and when they collapsed due to the flood, they dragged many people with them, making search and rescue very difficult.
On the evening of September 10, an emergency meeting took place. The Standing Committee of the District Party Committee and the People's Committee of Bao Yen District directed the urgent opening of the traffic route from the district center to the landslide area to facilitate rescue work and supply of necessities to the people.
At the same time, urgently restore communication connections to serve coordination and direction of search forces.
On the night of September 10, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong also crossed National Highway 70 to Bao Yen district to directly direct the work of overcoming the consequences of natural disasters and search and rescue work.
In particular, the Chairman of the Provincial People's Committee requested to immediately establish a Forward Command Center in the flash flood area.
On the evening of September 10, many rescue forces gathered manpower and vehicles in Pho Rang town, ready to enter the flooded area. In the early morning of September 11, reinforcement forces from Military Region 2, provincial armed forces, and many other forces will be present in Bao Yen to support search and rescue efforts.
According to the latest information updated at 9:00 a.m. on September 11, the entire Lang Nu village, Phuc Khanh commune (Bao Yen district) has 167 households/760 people. The landslide area has 37 households/154 people and 4 people from other places.
After reviewing the data so far, 46 people are safe after the landslide, 22 people did not survive, 17 people were injured (5 people were transferred to Lao Cai General Hospital for treatment, 1 person was transferred to Viet Duc Institute for treatment). Up to now, there are still 73 people missing.
