Bao Loc Pass Landslide: Posthumous Proposal to Award of Valor to Former Police Service Soldier

On the morning of August 3, the Lam Dong provincial government requested the authority to award the Medal of Courage to Mr. Pham Ngoc Anh, the 4th victim who died in the Bao Loc pass landslide while carrying out the task with 3 police officers.

According to information from VietNamNet, on August 3, Mr. Dam Minh Tuan, Deputy Director of the Department of Home Affairs of Lam Dong province, said that this morning he made a submission to the People's Committee of Lam Dong province about the proposal to posthumously award the Medal of Courage to Mr. Pham Ngoc Anh - who died while helping traffic traffic in a landslide on Bao Loc pass.

According to Mr. Tuan, after appraising the dossier directly confirmed by the Lam Dong Provincial Police, enclosed with Submission No. 287/TTr-CAT-PX03 dated 3.8.2023; Comparing with the current regulations, the Department of Home Affairs of Lam Dong province respectfully requests the Chairman of Lam Dong People's Committee to consider and submit to the Committee on Emulation and Commendation, then submit to the Prime Minister, and submit to the President to posthumously award the Medal of Courage to Mr. Pham Ngoc Anh.

Information from the police of Lam Dong province, due to prolonged heavy rains, landslides at many points on Bao Loc pass, causing serious traffic jams. At noon on July 30, Mr. Pham Ngoc Anh was passing by Bao Loc pass area when he saw traffic police soldiers cleaning and moving landslides on the road to ensure safe circulation, Mr. Pham Ngoc Anh stopped the car to join the soldiers and people to clear the dirt and stones.

After that, hearing that the traffic police station of Bao Loc pass due to heavy rains was flooded, there were signs of landslides on the ta-luy bank behind, Mr. Pham Ngoc Anh asked to join officers and soldiers of the traffic police to return to the checkpoint to jointly relocate vehicles and equipment of the post and the people to a safe place. While removing equipment and vehicles, suddenly a large amount of soil and stones fell to bury Mr. Pham Ngoc Anh and 3 traffic police soldiers.

Many machines and manpower were mobilized to search for missing victims, on the morning of July 31.

After the incident, Bao Loc pass was sealed off for rescuers to find the bodies of the victims. Around 11:00 p.m. on July 30, rescuers recovered the bodies of three traffic police officers. After hours of search efforts, at noon on July 31, Pham Ngoc Anh's body was found. Mr. Pham Ngoc Anh's brave and selfless sacrifice to save people's property was admired, studied and modeled by the police force, the people.

On August 1, Colonel Dinh Xuan Huy, Deputy Director of Lam Dong Provincial Police, visited and congratulated Pham Ngoc Anh's family. In the spirit of mutual support, the police of Lam Dong province deducted VND 50 million from the comradeship fund to Mr. Pham Ngoc Anh's relatives to support the family to bring the victim back to his hometown for burial. Previously, Lam Dong province supported Pham Ngoc Anh's relatives with 50 million VND.

Mr. Pham Ngoc Anh (23 years old, from Thanh Hoa), used to join the people's police service at the Lam Dong Province Police from March 2021 - 6/2023, after being discharged from the army, he returned to Da Huoai (Lam Dong) to live.

On August 2, authorized by President Vo Van Thuong, Colonel Truong Minh Duong, Director of Public Security of Lam Dong province awarded the Third Class Fatherland Defense Medal posthumously to 3 police soldiers who died in the line of duty, including: Lieutenant Colonel Nguyen Khac Thuong, Major Le Quang Thanh and Captain Le Anh Light.

Leaders of the Ministry of Public Security and Lam Dong province also directly handed over the decision to promote the rank and the Fatherland Diploma in recognition to the relatives of 3 police officers who died at Bao Loc pass.

Regarding the Bao Loc pass landslide, the Prime Minister requested Lam Dong province to direct the assessment, identify specific causes and learn from experiences about the landslide incident; inspect, review, detect and promptly handle areas at risk of landslides, have proactive plans to ensure traffic safety on National Highway 20 and major traffic axes in the province.
