On March 29, Bac Ninh Provincial Police announced that they were temporarily detaining Phan Van Tuan (born in 1983, residing in Huu Bang Commune, Kien Thuy District, Hai Phong City) to investigate the acts of robbery and illegal arrest and detention.
Tuan is the person who kidnapped T. (9 years old, in Mao Doc village, Phuong Mao ward, Que Vo town), restrained her on the roof to make demands, causing public outrage in recent days. He was arrested by the police at 8:30 am on March 27.
While using T. to threaten her, Tuan demanded money and a car to escape. He held two butcher knives close to the girl, causing the victim and everyone else to be extremely frightened.
Notably, during the 4 hours of T.'s arrest as well as when he was taken to the police station, Tuan was almost unconscious and spoke incoherently. The authorities conducted a quick test and the result was positive for banned substances. By the afternoon of March 28, more than a day after his arrest, he was still showing signs of being "high on drugs" and could not explain why he went to Bac Ninh to arrest T. to demand a car and money.
Previously, at noon on March 27, Mr. Tran Duc Doan's house in Phuong Mao ward, Que Vo town, Bac Ninh province, was visited by many people. Mr. Doan is the grandfather of baby T. Because the incident happened unexpectedly, Mr. Doan was still in shock afterwards: "My family has lived here for more than 30 years. This is the first time such an incident has happened in this area, making us extremely worried."
Recounting the incident, Mr. Doan said that at around 2am that same day, when he and his family were making bread to sell, a young man came and asked to sit down and rest and drink water. "That person was about 40 years old, riding a Dream motorbike, holding two knives and entering my house. Because I often sell early in the morning, I was not very scared. I gently told him to leave and let me work. But this person did not leave and continued to sit there. At around 4am, this person sneaked into my house and locked the door. Only then did I realize how serious the incident was," Mr. Doan recounted.
When entering the house, the subject turned on the lights in the rooms on the first floor but saw no one, so he went up to the second floor and continued to open the doors. At this time, he and his family continuously called the police. "When he reached the second floor, this person opened the door of the eldest son's room. The two grandchildren were in 9th grade and were boys, so the subject did not do anything. He went into T.'s room and grabbed the younger child to threaten him," Mr. Doan reported.
When he discovered that his grandson was being controlled, Mr. Doan and his son sneaked up to the second floor, intending to save the child. But because the subject was very aggressive, the rescue was unsuccessful. "This person held two knives in his hand, holding them to my grandson's neck. If my son and I had tried to suppress the subject, it could have affected my grandson's life," said Mr. Doan.
Mr. Doan added that the subject was so reckless, but when he went to meet him, this person still told his family to go down and that he would not harm the child. According to him, when the subject took his child to the corrugated iron roof of the 1-story house next door, taking advantage of the moment, child T. ran away from the subject but was later arrested.
Ms. Dang Thi Huong - T.'s grandmother - said that although the family had tried to persuade and persuade the man to let go of the child and talk to him, the subject was still very aggressive. Fortunately, the Bac Ninh Provincial Police and local authorities came to persuade and propagandize, using many professional measures, leading the subject out, and rescuing the child. "Currently, my child's health and spirit have stabilized, but he is still in a state of panic because the incident happened quite quickly," Ms. Huong said.
