On the morning of March 11, it was noted that Tuoi Tho Kindergarten Private Childcare Facility at Lane 247, Vu Quang Street, Tran Phu Ward was closed and temporarily suspended. This facility is located on the road surface of Lane 247, the façade is about 6m wide. Because it is located on the main road, this road has a large number of vehicles passing through.

The construction facility is self-contained, with two doors to enter the children's group's living area. The exterior door is designed with an iron frame, this place is equipped with a shoe cabinet system, a small campus with a slide for children to play. The door to enter inside is installed with aluminum and glass.

According to a parent whose chil.d is sent at this childcare facility, because it is close to the road, usually every morning the teachers only open the door and pick up the chil.d from the inside door, not from the outside door close to the side of the road.

Only on cold rainy days, the teacher goes to the outer gate near the sidewalk to pick up the children. Yesterday morning, when the incident occurred, the teacher went to the front door to pick up another chil.d in class, at this time the 16-month-old bo.y followed behind and ran out to play on the slide. "At that time, the teacher picked up and took another chil.d's bag to enter the classroom, before the door was closed, the 16-month-old chil.d went out into the street, leading to the above heartbreaking incident," the female parent recounted.

According to the reporter's research, private preschool childcare facilities are licensed to operate from October 2023. This facility has over 20 children, 2 childcare teachers. Particularly, bab.y H.B.L (16 months old) has just been taken by his parents to a kindergarten since the Lunar New Year.

Regarding this case, the Ha Tinh Provincial Police Investigative Agency said that the unit is conducting investigation activities in accordance with the law. Previously, at around 7 a.m. on March 10, a 16-month-old bo.y (residing in Thach Dai commune, Ha Tinh city) was taken by his parents to a private childcare facility at Lane 247, Vu Quang Street, Tran Phu Ward. Here, the teachers welcomed the chil.d into the classroom.

In the camera recording, at this time there was another parent who took a car to bring his chil.d to the facility. At this time, the 16-month-old bo.y suddenly toddled from the sidewalk to the street and fell. After standing up, the chil.d continued to move forward, about 1 meter from the head of the red car. Discovering the incident, many people were shouting, the driver stopped the car at this time, and the bo.y fell under the car. After taking the bo.y out from under the car, teachers at the childcare facility took him to the emergency hospital. However, due to the severity of the wound, the bo.y died at around 2 a.m. on March 11.
