Father demands justice for daughter, shoots truck driver with his own hands and then kills himself

Regarding the shootin.g incident that occurred in Vinh Xuan commune (Tra On district, Vinh Long) that left both the victi.m and the suspect in critical condition; according to information on social networks, Mr. Nguyen Vinh Phuc (42 years old, residing in Bang Chang hamlet, Tra Con commune, Tra On district) - the person who carried a homemade gu.n, a type of Rulo, shot down a man and then kille.d himself has passed away.

Sources said that Mr. Phuc passed away at 8:00 p.m. on April 28 at Cho Ray Hospital. His family took him home to hold his funeral.

Previously, according to information from Vinh Long Provincial Police, at around 7:30 a.m. on April 28, Mr. NVBC (born in 1992, residing in Tam Ngai Commune, Cau Ke District, Tra Vinh Province) was at home when Nguyen Vinh Phuc, carrying a homemade gu.n, shot him once in the head.

Security camera footage shows Phuc wearing a helmet, mask, and dark long-sleeved shirt, suddenly entering Mr. C's house, pulling a pistol from his pocket, and shootin.g Mr. C in the head, causing him to collapse on the spot.

According to the police, after committing the crime, Phuc walked to Highway 54, about 200 meters from the scene of the incident, then took a gu.n and shot himself in the head.

Immediately after the incident, Vinh Xuan Commune Police rushed to the scene and helped take the victi.m and the suspect to the hospital for emergency treatment. At the scene, the investigation agency seized a homemade gu.n (roller type).

On the evening of April 29, speaking to the media, relatives of Mr. Nguyen Vinh Phuc (43 years old, residing in Tra Con commune, Tra On district, Vinh Long province) - the suspect who shot the truck driver in the head and then kille.d himself - said that the Supreme People's Procuracy had received the case file of the traffic acciden.t that caused the deat.h of Mr. Phuc's son, Tr., in September 2024.

"Lawyer Nguyen Van Quynh and I were present this afternoon at the headquarters of the Supreme People's Procuracy in Ho Chi Minh City. This agency has worked and received the entire case file of the TN case that caused Tr. to pass away. Our family is on the way back to Tra On to continue taking care of Phuc's funeral," said Mr. Phuc's family.

Lawyer Nguyen Van Quynh also added that this afternoon, the lawyer and his family have finished working with the Supreme People's Procuracy's Investigation Agency. The next step is for the investigation agency's authority to step in and have a specific conclusion, quickly, as soon as possible.

Social media reported that suspect Phuc is the biological father of femal.e studen.t Nguyen Ngoc Bao Tr. (14 years old), who died in a traffic acciden.t and passed away in September 2024. At that time, Mr. NVBC was the truck driver involved in the incident.

Previously, Vinh Long Provincial Police informed that at about 9:45 a.m. on September 4, 2024, on Provincial Road 901, Vinh Xuan Commune, Tra On District, the truck driven by NVBC was traveling from Vam Vong to Vinh Xuan Commune.

When arriving at Vinh Loi hamlet, there was a pickup truck parked on the side of the road in front of the truck, so T. turned on his headlights to ask for the right of way to pass. At this time, on the opposite side of the road, there were 2 electric bicycles driven by female students Thach Nguyen Xuan N., and Nguyen Ngoc Bao Tr. (both 14 years old).

After the TN incident, the Tra On District Police Investigation Agency coordinated with the prosecutor's office and the People's Court at the same level to hold a meeting and present their views on the case. Tra On District Police determined that Tr. was at fault for not paying attention while riding the electric bike, and Mr. C. was driving the truck on the wrong side of the road.

The People's Procuracy and the People's Court agreed that the fault was entirely on the driver C. for overtaking the car without ensuring safety. Meanwhile, Tr. committed an administrative violation due to not paying attention. Because the Tra On District Judicial Department did not agree, PC01 coordinated with the Traffic Police Department and the People's Procuracy of Vinh Long Province to check the case file.

Based on the results of the examination of the records and the scene, the Investigation Agency of Vinh Long province concluded that Tr. was riding an electric bicycle without keeping a safe distance and not paying attention to the vehicle in front, which was the main cause of the acciden.t.
