The Investigation Police Department of the Ministry of Public Security has completed its investigation and recommended that the Supreme People's Procuratorate prosecute 22 defendants in the case involving the Vietnam Rubber Industry Group, Dong Nai Rubber Corporation, Ba Ria Rubber Company, and related units.
Among the defendants are Ms. Nguyen Thi Nhu Loan, Chairwoman and General Director of Quoc Cuong Gia Lai Joint Stock Company, and Ms. Nguyen Thi Hong, former Vice Chairwoman of the People's Committee of Ho Chi Minh City.
According to the investigation's conclusions, the defendants are recommended for prosecution on five charges, including: Violating regulations on the management and use of state assets causing losses and waste; Giving bribes; Receiving bribes; Abusing official position and power while performing official duties; and Negligence causing serious consequences. The investigating agency determined that these acts occurred during the management, use, and transfer of land use rights originating from land managed by the State.
The investigating agency determined that, during the implementation of projects related to land in Ho Chi Minh City, several individuals holding managerial positions in state-owned enterprises and state management agencies acted contrary to legal regulations. The investigating agency determined that they facilitated private enterprises to benefit illegally, causing exceptionally serious damage to state assets.
In this case, Mr. Le Quang Thung, former Acting Chairman of the Board of Directors and General Director of the Vietnam Rubber Industry Group, is recommended for prosecution for violating regulations on the management and use of state assets causing losses and waste, and for accepting bribes. The investigating agency determined that Mr. Thung caused losses to the State exceeding 542 billion VND, while also receiving bribes totaling 3 million USD and personally benefiting from foreign currency equivalent to over 11 billion VND.
Ms. Le Y Linh, former Director of Viet Tin Co., Ltd., has been recommended for prosecution for violating regulations on the management and use of state assets causing losses and waste, and for bribery. According to the investigation's conclusions, Mr. Linh was found to have caused losses exceeding 542 billion VND, is personally responsible for over 82 billion VND, and also committed acts of bribery totaling over 56 billion VND to several individuals holding positions of power and authority.
Regarding Ms. Nguyen Thi Nhu Loan, the investigating agency determined that she violated regulations on the management and use of state assets, causing losses and waste. The total damage in the case was determined to be over 542 billion VND, of which Ms. Loan was identified by the investigating agency as having benefited and being personally responsible for over 297 billion VND. Previously, Ms. Nguyen Thi Nhu Loan had been prosecuted and preventive measures applied to facilitate the investigation in accordance with the law.
Regarding the responsibilities of state management agencies, Ms. Nguyen Thi Hong, former Vice Chairman of the People's Committee of Ho Chi Minh City, and Ms. Dao Thi Huong Lan, former Director of the Department of Finance of Ho Chi Minh City, have been recommended for prosecution for the crime of Abusing Position and Authority while Performing Official Duties. The investigating agency determined that the actions of these defendants contributed to causing losses to the State exceeding 542 billion VND, with Ms. Nguyen Thi Hong identified as having personally benefited by more than 1 billion VND.
In addition to the aforementioned defendants, many other defendants, including former leaders and officials of the Vietnam Rubber Industry Group, Dong Nai Rubber Corporation, and Ba Ria Rubber Company, have also been recommended for prosecution on related charges, based on their roles, the extent of their violations, and the consequences caused by each individual.
After completing the investigation, the Police Investigation Agency of the Ministry of Public Security transferred the entire case file to the Supreme People's Procuratorate for consideration and decision on prosecution within its jurisdiction. The case will be handled according to the procedural order and regulations of the law.
