On the afternoon of December 14th, the leaders of An Phu Ward People's Committee, Ho Chi Minh City, confirmed that they had received a document from the ward police requesting a review related to the "Nurturing Children" project.
According to the leaders of An Phu Ward People's Committee, the notice was sent to the neighborhoods to gather information from residents to see if anyone had transferred money to this group.
Previously, on December 13th, the An Phu Ward Police sent a document to the local police team and the neighborhood management board of An Phu Ward, requesting a review of matters related to the "Sponsor Children" charity project in the area.
The document states that the C02 Department (Ministry of Public Security) is currently coordinating with the Nghe An Provincial Police to verify the case related to the "Nurturing Children" charity project established by Hoang Hoa Trung and Do Thi Nga.
The An Phu Ward Police Department requests that the Management Boards of the 7 neighborhoods cooperate with the local police teams to review and report any incidents, information, or reports related to the "Nurturing Children" charity project within their jurisdiction.
The An Phu Ward Police assigned the local police team to take the lead and advise the ward police leadership to report the results to the PC02 Department of the Ho Chi Minh City Police, as per regulations.
The "Nurturing Children" charity project is embroiled in controversy, with many schools and benefactors reporting that they cannot contact Ms. Do Thi Nga, the initiator and director of the project. Since the beginning of the 2025-2026 school year, many schools have organized meals for students as per the project's commitment, but have not yet received payment for the expenses.
Previously, Ms. Do Thi Nga received media recognition and praise for her charitable activities for students in disadvantaged mountainous regions.
Ms. Nga is known as a "model of volunteerism," a person who "helps fulfill dreams of going to school," a "foster sister to thousands of children in mountainous areas," and a woman battling cancer who still selflessly dedicates herself to the community.
The media portrayed a woman who braved forests and mountains, struggling in flood-stricken areas, and raised billions of dong to build flood-resistant bridges, install solar power, and provide meals for students in mountainous regions.
The "Nurturing Children in Nghe An" project has been introduced as having supported thousands of children in mountainous areas, becoming one of the charitable models trusted and widely disseminated by the community.
That positive image is the foundation upon which many philanthropists have placed their trust, donated money, and supported the project for many years. Many believe that this is a kind, transparent project for the benefit of underprivileged children.
However, starting in October 2025, suspicions began to arise from very small details: fundraising with unusually high prices; discrepancies between announced and actual expenditures; announcements of increased meal allowances for students but no funds transferred to the schools; projects working directly with educational institutions without reporting to local authorities or the education sector; and a lack of response when donors requested financial transparency.
The situation escalated when many donors reported being unable to contact the project manager since mid-October 2025, forcing them to submit petitions to authorities requesting verification and clarification.
According to media coverage, the "Feeding Children in Nghe An" charity project has been running since 2019, aiming to provide meals for students in mountainous and particularly disadvantaged areas.
The project was initiated by Ms. Do Thi Nga, who introduces herself as the Head of the Standing Committee of the National Volunteer Network in the Central region - National Volunteer Center.
The commonly advertised contribution amount ranges from 1.5 to nearly 2 million VND per student per school year. According to the philanthropists, in schools in Muong Ai, Nam Can, Luong Minh, Nhon Mai, Xa Luong... in Nghe An province alone, 241 students are sponsored by 61 philanthropists, with a total donation of over 514 million VND. If calculated over many years, the figure is believed to be "much larger".
