Project VN10 from France to Vietnam: Breaking up 500 networks, prosecuting many famous people

On November 14, Ho Chi Minh City Police announced that they had dismantled 146 more drug rings and gangs and prosecuted 630 more suspects related to a ring illegally transporting banned substances by air from France to Vietnam, discovered on March 16, 2023.

Accordingly, following the order of the leaders of the Ministry of Public Security and the Prime Minister in the letter of commendation dated April 26 to continue promoting the achievements in investigating, expanding, and prosecuting the entire criminal ring illegally transporting banned substances by air from France to Vietnam (Project VN10), Ho Chi Minh City Police have continued to step up the fight and expand the project.

The results of the investigation so far have been to destroy nearly 500 drug trafficking rings and gangs, prosecute 1,132 defendants; impose administrative penalties and establish records to send 201 subjects to prison, seize 323.5 kg of various types of drugs, 12 guns, 3 grenades and many related evidences; initially clarify the subjects who traded drugs with a total amount of more than 28,000 billion VND.

With the motto of "not attacking the middle, catching the whole chain, the masterminds, leaders, and handling the subjects illegally using banned substances", the City Police have investigated and thoroughly handled the subjects who purchased banned substances to organize the illegal use of banned substances, including models, actors, singers and people with great influence on social networks, typically:

Previously, on March 16, 2023, the Customs Branch of Tan Son Nhat International Airport (HCMC) coordinated with functional agencies to discover four female flight attendants illegally transporting more than 11kg of prohibited substances hidden in 157 tubes of toothpaste (unopened, many brands, each in a separate box) from France to Vietnam.

On March 17, 2023, Tan Son Nhat International Airport Customs Branch transferred the case file and evidence to the Ho Chi Minh City Police Investigation Agency for further investigation according to its authority.

Based on the investigation results, on March 21, 2023, the authorities met, comprehensively assessed the collected documents and evidence and compared them with legal provisions.

Initial investigation determined that while the four flight attendants were staying in France, a Vietnamese person asked them to transfer consumer goods, including 327 tubes of toothpaste and 17 bottles of mouthwash, to Vietnam to send to their family members.

The flight attendants did not know that 157 of the 327 tubes of toothpaste had been mixed with illegal substances, so there was not enough evidence to prosecute them.

The City Police Investigation Agency decided to release the four flight attendants on March 22, 2023.
