In early 2023, the Drug Crime Investigation Police Department (C04, Ministry of Public Security) discovered a group of subjects suspected of mixing and packaging synthetic banned substances "happy water" on a large scale.
After nearly 3 months of verification, the Police Department investigating prohibited substances identified the leader of the ring as Nguyen Thi Hoai, 31 years old, residing in District 1, Ho Chi Minh City.
Hoai used to work as a DJ abroad. During this time, Hoai learned the recipe for "happy water". Realizing that this was a very profitable product, Hoai returned home, recruited more people, and started producing banned goods.
The tricks of the subjects were to buy and sell banned substances via social networks, transfer money through bank accounts, hire transportation companies to bring banned substances, additives, and packaging to Vietnam and gather at warehouses. in Ho Chi Minh City.
After purchasing banned substances and additives from abroad, the subjects mixed and packaged "fun drinks" in packages of coffee, herbal tea... attractive, eye-catching packaging, each package weighed. 15g. On the outside, no one thinks it contains banned substances.
The Special Project Committee mobilized more than 200 officers and soldiers divided into 18 working groups to arrange to monitor and supervise 11 main subjects and 7 locations for mixing, packaging and hiding banned substances.
Breaking into Hoai's facility red-handed, the working group confiscated 67kg of synthetic banned substances, including nearly 9 thousand packages of finished products labeled Chali, deadpool, foryou, coffee, crispy fruit and 20kg of powdered synthetic banned substances. pack.
Immediately after catching the criminals red-handed, 17 working groups simultaneously detained other subjects in the ring, and urgently searched 7 locations where banned substances were hidden, mixed, and packaged; At the same time, temporarily detain subjects who buy, sell, store, and organize the illegal use of banned substances.
As a result, the Project Committee temporarily detained 17 subjects, confiscated 217kg of synthetic banned substances of all kinds, 208kg of packaging, and many tools and means used to mix, package, and transport banned substances. It is estimated that the number of packages the subjects can pack is about 1 ton of "happy water".
To date, the Criminal Investigation Police Department has prosecuted the case, indicting 10 defendants. Initially, the Investigation Agency clarified that in half a year, the subjects prepared, packaged and exported to the market about 750kg of banned "fun drinks".
"Happy water" or "happy water" are banned substances that can be dissolved in water like soft drinks. When consumed, they will cause strong hallucinations, psychosis, and can even be life-threatening if used too much. .
"Fun water" affects brain activity through 3 main chemicals: Dopamine, Norepinephrine and Serotonin, specifically:
Dopamine increases nervous system stimulation;
Norepinephrine increases heart rate and blood pressure, especially dangerous for people with pre-existing cardiovascular disease and blood pressure;
Serotonin affects mood, appetite, sleep and other functions. It also activates hormones that influence sexual arousal and trust.
Other health effects include: blurred vision, nausea, sweating, muscle cramps, chills, involuntary teeth grinding.
Notably, these types are used for drinking so they are disguised as soft drinks. Looking at the outside packaging, most people think this is a beverage package, not a banned substance. If these products are consumed in schools or amusement parks, they will be very dangerous and cause unpredictable harm.
Therefore, in addition to the active participation of the Police Department in preventing and combating violations of the law on banned substances, the authorities recommend that there needs to be joint coordination. The cooperation of schools and authorities in promoting propaganda and educating the young generation and people to recognize the tricks of criminals and the risks and harmful effects of banned substances, especially " happy water".
