At the centers, there are "agents" in charge of finding and luring people from Vietnam to Cambodia, providing illegal labor sources to the centers. The people who help the "agent" are those who are living in Vietnam who have worked in Cambodia or know how to contact the "agent"; with tricks of giving false information such as recruiting workers to work abroad "light jobs, high salaries" and many other tricks to lure, entice and lead domestic people to Cambodia to receive "referral mone.y".

The police identified 3 people working for "agents" to bring people illegally to Cambodia, including Nguyen Thanh Cuong (born in 2006, living in District 1), Tran Nhut Minh (born in 1996, living in District 4), Vo Hai Dang (born in 2002, living in District 7).
