The police determined that in Cambodia there were areas rented by foreigners and established "Online Fraud Centers", "Disguised Casinos" with many names such as "two elephants", "three princes 1", "three princes 2", "king crow", "osamat", "titan", "kimsa 1,2,3", "kim tai 1,2,3" (referred to as centers), these subjects hire Vietnamese people to do jobs such as interpretation, in charge of communication, etc.

At the centers, there are "agents" in charge of finding and luring people from Vietnam to Cambodia, providing illegal labor sources to the centers. The people who help the "agent" are those who are living in Vietnam who have worked in Cambodia or know how to contact the "agent"; with tricks of giving false information such as recruiting workers to work abroad "light jobs, high salaries" and many other tricks to lure, entice and lead domestic people to Cambodia to receive "referral money".
The police identified 3 people working for "agents" to bring people illegally to Cambodia, including Nguyen Thanh Cuong (born in 2006, living in District 1), Tran Nhut Minh (born in 1996, living in District 4), Vo Hai Dang (born in 2002, living in District 7).
In which, Cuong is the person who contacts and exchanges with people in Cambodia; Minh and Dang looked for prey, who had a need to lure, coerce, and bring them to Cambodia. Notably, taking advantage of the debt and inability to pay, the group forced the victim to leave Cambodia illegally and "sell" to agents.
In August 2024, the PC01 Office arrested Cuong, Minh, and Dang for the crime of "Buying people". Expanding the investigation, the police identified Bui Thi Tam Tuyen (born in 1995, living in Dak Lak province) and a woman living in Cambodia, often going back and forth between Vietnam and Cambodia to choose and "induce" refugees to be sent to Cambodia to work illegally at centers.
In September 2024, when Tuyen entered Vietnam through Moc Bai International Border Gate, the police arrested him. Thereby, the police determined that the woman who contacted Tuyen was Huynh Thi Hoang Quyen (born in 1998, living in An Giang province) and should be sent to work.
At the police, the subjects confessed: Vietnamese workers after being arrested will be locked up at the company's headquarters, surrounded by steel fences and guards 24 hours a day; forced to work continuously, if they do not make enough sales, they will be starved, electrocuted and sold to other companies.

In addition, to entice workers, agents offer a benefit of 300 USD in referral money for each person who can be "enticed". Therefore, many people who were originally victims later became centipedes of this line, looking for prey to bring to Cambodia, benefiting 300 USD each.
