Garbage truck falls into river: More information on the search for 2 missing people

On the afternoon of November 22, despite unfavorable weather, heavy rain, and high water levels on the upstream of the Huong River, the rescue team of the Thua Thien-Hue Provincial Police still made efforts to search for the missing people.

At the Huong River section flowing through Binh Thanh Bridge (Binh Thanh Commune, Huong Tra Town, Thua Thien-Hue Province), nearly 100 police officers, soldiers, divers from the Fire Prevention and Rescue Police Department of Thua Thien-Hue Police coordinated with traffic police, town police, grassroots security, local authorities, and the transport sector to continue searching, rescuing, and saving two missing people, Ton That Tin (born in 1997, residing in Thuy Van Ward, Hue City) and Nguyen Dang Thanh (born in 1966, residing in Phuong Duc Ward, Hue City) who fell into the river and disappeared while traveling with a specialized garbage truck across the bridge.

In addition to the Fire Prevention and Rescue Police force of Thua Thien Hue Province Police who have been tirelessly searching for and rescuing missing people for the past 2 days, this work also has the participation of volunteer forces from Quang Nam - Da Nang.

Accordingly, the Quang Nam - Da Nang 0-dong car team with 8 professional divers, 1 specialized diving boat, 2 canoes... joined in supporting the search for 2 missing people. Due to bad weather, heavy rain, high water level in the upstream river, very turbid water, the search activities of the functional forces and volunteer teams encountered many difficulties.

During the day, the authorities of Thua Thien Hue province expanded the search radius for the missing person to 7km, near Tuan intersection (Hue city), instead of near the foot of Binh Thanh bridge (Binh Thanh commune, Huong Tra town) as the scope deployed yesterday. However, the search has yet to yield results.

Adding another difficulty to the search operation, since 9am this morning, the hydropower plant upstream of the Huong River has resumed regulating the reservoir water through the spillway and turbine with a flow rate of 300m3/s, after a short period of reducing the discharge to serve the rescue work.

The reason is that, according to the weather forecast, from November 22-24, in TT-Hue, there will be rain, some places will have very heavy rain. The total rainfall for the whole period will be from 100-300mm, some places will be over 500mm. To ensure the safety of the project and the downstream area of Binh Dien Hydropower Reservoir, the TT-Hue Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue and relevant agencies agreed to continue operating and regulating the water of Binh Dien Hydropower Reservoir.

The Steering Committee for Disaster Prevention and Control of Thua Thien Hue Province also requested the search and rescue forces to continue searching for missing people under the direction of competent authorities. At the same time, it requested localities to carry out propaganda so that organizations and individuals who do not meet safety conditions are not allowed to operate on the river downstream of Binh Dien Reservoir.

On both banks of the Perfume River near the Binh Thanh suspension bridge, many people were present to watch the authorities carry out the search and rescue work. Many of them were relatives of the two missing environmental workers.

Also on this riverbank, the missing person's family set up a temporary altar to pray for a miracle to happen to the missing person. Mr. Xuan (62 years old, uncle of the victi.m Tin) said that at 7am this morning, he received news that his nephew had an acciden.t at Binh Thanh bridge, so he immediately rushed to the scene to grasp the situation and look forward to the search activities of the authorities.

Mr. Xuan said that Tin currently has an elderly mother and a wife who is pregnant with their first chil.d and is about to give birth. "About 5 years ago, Tin got married. Recently, his wife was pregnant with their first chil.d and was about to give birth when my nephew had an acciden.t. His family's conditions are quite difficult, Tin is very hard-working. The heartbreaking incident happened so suddenly, the family is now only hoping for a miracle so that he can return home safely," Mr. Xuan said.

According to the leaders of Hue Urban Environment and Construction Joint Stock Company, Ton That Tin and Nguyen Dang Thanh are workers of the Bac Song Huong Environmental Enterprise. Mr. Thanh has been an environmental worker for 18 years. Mr. Tin has been an environmental worker for 7 years. The company is currently focusing on coordinating with the authorities to carry out rescue work for the two missing people, and will then have a plan to support the victims' families.
