In a report to the Ministry of Transport on the case of the boy being left in a car, the Roads Administration of Vietnam said that the passenger car in the accident had control plate 17F-000.xx owned by Pham Van Dong (Group 8, Phu Khanh Ward, Thai Binh City).
This vehicle is registered on 20-5-2024, expiration date 19-8-2024. Vehicle BKS 17F-000.xx (abbreviation) belonging to Hong Ha Transport Cooperative managed by Hanoi Department of Transport issued the badge "Contract vehicle".
The driver in this case is Nguyen Van Lam (born in 1965, residing in Group 1, Quang Trung Ward, Thai Binh City). The driver was issued a Class D license with an expiration date of 10-3-2022 and an expiration date of 10-3-2027.
According to the Roads Administration of Vietnam, regulations for contract passenger transport business units, drivers transporting students, students and employees have been specified and detailed in Decree 10/2020 on business and conditions for transport business by car and Circular No. 12/2020 of the Ministry of Transport.

In the draft Law on Roads and the draft Law on Road Order and Safety expected to be passed at the 7th Session, the XV National Assembly, both have added detailed regulations on subjects participating in school and preschool transportation activities; stipulate responsibilities of educational and training institutions to develop and train drivers and managers of preschool students and children; be responsible for ensuring traffic order and safety when organizing the transportation of students of their units.
In another development, after the above incident, educational institutions also revamped and improved the process of transporting students to ensure that there are no loopholes with the incident.
Talking to the media, Ms. Le Thi Bich Dung - Vice Chairwoman of Newton Intermediate School, shared: "As a school with a large number of school buses, after the unfortunate incident in Thai Binh, we also invited representatives of the convoys as well as the girls in charge of the shuttle bus to meet and request to implement the standard process of transporting students".
Ms. Dung added that for the transportation of students by bus, the school has specific requirements to ensure the safety of students. Specifically, only when the car stops completely will open the door for students to board, in case the student is too young, the staff must pick the student up. The school also has an app for managers to track the journey of staff picking up and dropping off students.
