At 11am on the same day, the authorities identified Ms. N.T.T.H (B.N. 1990, in Huong Son commune, Binh Xuyen district, Vinh Phuc) as the driver of the above car, carrying 3 sons to Dong Tru bridge, then 4 mothers and children got off the car and left, the purpose was to scare her husband, not to jump the bridge. Mrs. H called to let her husband's family know that the mother and daughter were safe. The police of Long Bien district shall make a dossier of handling the case according to regulations.

In this incident, the city police mobilized many rescue and rescue forces to search and search on the river, on Dong Tru bridge and around the incident area. At the same time, quickly and promptly give accurate and timely information to avoid causing confusion in public opinion.

However, according to the provisions of the law on the conduct of the woman, the first is not satisfying the mark of the crime of Disrupting Public Order. Secondly, the act of creating a drama, giving false information is not prescribed in the Penal Code. Thus, the case can only be considered from the perspective of law governed by administrative law. If the conflict is serious and the purpose of marriage is not achieved, a divorce can be applied. From a legal perspective, from the point of view of lawyer Nguyen Anh Thom (Nguyen Anh Law Office, Hanoi Bar Association), the behavior of the wife driving a car parked on the bridge, leaving a suicide note as well as 4 pairs of sandals on the bridge are fake information. The wife's behavior violated Point c, Clause 3, Article 7 of Decree 144/2021/ND-CP dated December 31, 2021 stipulating administrative sanctions in the fields of security, social order and safety, prevention of social evils, fire prevention, rescue and domestic violence prevention. Accordingly, the wife may be fined from VND 2,000,000 to VND 3,000,000 for the act of "Reporting false and untrue information to competent agencies and organizations".

In addition, the wife may also be sanctioned for stopping to park a car on the bridge with a fine from VND 2,000,000 to VND 3,000,000 according to Point d, Clause 4, Article 5 of Decree 100/2019/ND-CP (amended by Points c and d, Clause 34, Article 2 of Decree 123/2021/ND-CP). In addition, those who park cars on the bridge are also deprived of the right to use a driver's license from 1 month to 3 months.
