According to documents of the investigation agency, from October 2019, TPT Hanoi Services Company Limited was established, then this company carried out procedures to establish Lucas Palace Club (according to Decision No. No. 02/2029/QD-HDTV of Hanoi TPT Services Company Limited).

In March 2022, Hanoi TPT Services Company Limited appointed Mr. Tran Van Dong as director and legal representative. Tran Van Dong signed the lease contract for 2 houses, located at 51 Mac Thai To, Yen Hoa ward, Cau Giay district (Hanoi) for 140 million VND/month to be the venue for the Lucas Club. Palace.
