Realizing that the house was on fire, the people around quickly joined forces to break the iron fence, in time to bring out the trapped couple and a child. Witnessing the moment of successful rescue of victims, many people breathed a sigh of relief.
Around 5:30 am on July 4, a 2-storey house on TA 16 Street, Thoi An Ward, District 12, Ho Chi Minh City, suddenly caught fire on the ground floor.
At this time, the house was locked, and inside were a couple and their 8-year-old daughter sleeping in a room on the first floor.
Many neighbors who discovered the fire rushed to knock on the door, shouted to people inside the house and brought many mini fire extinguishers, pulled the water hose to put out the fire, but because the house was locked inside, it failed. The fire then broke out fiercely, inside the house many people were trapped and asked for help.
A few minutes later, the fire spread to the furniture, the two motorbikes exploded violently, covering the ground floor, with thick black smoke. Three people in the house ran to the balcony to call for help. Neighbors climbed onto the corrugated iron roof, used a hammer to lock the latch, pulled the iron fence to create an opening for the victims to escape in a state of black smoke.

Upon receiving the news, the fire protection force of the District 12 Police Department sent many vehicles and forces to the scene to deploy the plan to fight the fire and prevent the spread of fire. About 15 minutes later, the fire was extinguished, but many belongings were destroyed.
Fortunately, there were no casualties in the fire, but many properties were destroyed.
"The owner said they slept in a closed room, so they didn't know when it was on fire," said Mr. Nam, who participated in the rescue.

Mr. Cung Quang Ha, Chairman of Thoi An Ward People's Committee, said that the three victims were taken to District 12 Hospital 4km away from the scene for medical care, their health is stable. The primary cause was an electrical short in household appliances.
With the mentality of being worried about thieves breaking into the house, many people spend money to make "tiger cages". Welded iron frames, enclosing the balcony of the house, accidentally become "obstacles" when a fire occurs. In this fire, fortunately, neighbors were able to rescue and destroy the "tiger cage" so the people trapped in the house were able to get out safely.
"Tiger cage" is a slang word for houses with iron cages surrounding the balcony with anti-theft use. With (old) apartments, it is an additional area to facilitate living for the owner. With the (old) apartment buildings, the "tiger cage" is an area that the owner can take advantage of to get many items, but in high-rise buildings, it is a means to prevent theft.
The construction of a "tiger cage" besides the purpose of expanding the living area, is also a necessary need of the people to protect the safety of property. However, according to many experts, if you do not pay attention to fire prevention and fighting, the invisible medium becomes a "double-edged sword" when an incident occurs.
Lieutenant Colonel Do Anh Quyen, Deputy Chief of Police in Bac Tu Liem District (Hanoi City), who has extensive experience in commanding and directly participated in many fire fighting cases, said that the current tendency to prevent theft but to forget Fire prevention occurs in almost all types of houses. Tubular houses almost exclusively have indoor stairs as the only escape route. However, when there was a fire, this exit was blocked by smoke and fire. Therefore, the most optimal method of the fire prevention and fighting force is to cut down the iron cages to open the rescue route.
In the situation of "thousands of pounds hanging hair", the time to cut the iron cages was quite long, leading to not being able to save people in time. Therefore, the more solidly the "tiger cages" are processed, the greater the risk of loss of life and property because the escape route has been sealed. If people have built a "tiger cage" to prevent theft, Colonel Quyen noted that it is imperative to have an exit door. You can use a key or design a fingerprint lock to protect security, when needed, people can still quickly open the door and escape.
"People should pay attention, do not charge items such as phones, bicycles, motorbikes ... when there is no one in the family. Besides, there must be a switching device to protect against current overload. If the household uses gas, it must close the valve before not using it, not just turn off the stove, "said Colonel Quyen.
