At about 5 am on May 17, a 4-storey house in a small alley in Ba Dinh district, Hanoi suddenly caught fire. In the house there is an old man, a couple and 2 boys. Currently, people have climbed from the balcony, going to the neighbor's house to escape.

According to people present at the scene, the whole alley was quiet, suddenly there was the sound of children screaming, then people ran out to see that smoke and fire started to erupt, about 20-30 minutes later. The house was engulfed in flames.

By about 5:30 a.m., the fire had spread and destroyed many properties in the house. Neighbors tried to put out the fire but failed.

Immediately after receiving the fire alarm, Ba Dinh District Police dispatched 2 fire engines, because the fire was nearby, Dong Da District Police also dispatched 2 fire engines to the scene to assist.

After about 10 minutes, the fire was extinguished. The house was on fire 4 floors high, at the time of the fire, the smoke was high and almost crept to every room in the house, the fire was also coming from the balconies of the floors, making many people afraid, very fortunate when the fire broke out. The fire does not cause harm to people.

Ms. N.Anh, 30 years old, a resident opposite the scene of the fire said: "I heard the screams of children early in the morning, I thought they were playing, but when I saw black smoke rising up, I knew it. There was a fire. Only 20 minutes after everyone in the house had escaped, the fire started to burn red on the floors of the house."

Witnessing the incident, many people linked this incident to the previous fire in Ha Dong and thought that it was lucky that the house had an open balcony. Had it been replaced by the usual "tiger cage", things could have turned out in a very different direction.

The "tiger cage" is a structure consisting of many welded iron bars, which are used by families to prevent theft. But, once a fire occurs, it creates one of the scariest dangers when preventing people inside from escaping, preventing even rescuers from accessing.

In fact, many families have sealed the open space of the house or reinforced the "tiger cages" for the purpose of preventing theft or increasing the area of the house.

"The owner of the house equips a tiger cage for protection, but this causes unsafety in fire prevention and fighting. Because the materials used by families for reinforcement are usually iron, steel, and concrete, which hinders them. for the police to approach the scene when a fire occurs to put out the fire and rescue the victim," said the Hanoi City Police Department of Fire and Rescue Police.

According to a representative of the Hanoi Police Department of Fire and Rescue Police, the tubular houses have almost the only exits that are stairs. When there is a fire, this way has been blocked by smoke and fire, so the most optimal method of the fire prevention and fighting force is to cut down the iron cages to open the rescue route.

"Because the time to cut the iron cages is quite long, leading to not being able to save people in time. The more solidly the iron cages are processed, the greater the risk of damage to people and property", a representative of the Fire Prevention and Rescue Police Department assessed.

The Fire and Rescue Police Department recommends that every family have an escape plan in case of a fire if there are young children in the house. Because children can become very panicky, they need clear instructions and help getting out of the house.

"Children may not know how to escape or what to do unless an adult shows them," the Fire and Rescue Police Department said.

Each family must have a plan for children under 6 years old who cannot go out on their own. In it, talk about people who can help you get out safely. Teach your children what to do when they hear an alarm when there are no adults around.
