Thanh Hoa: "Author" of twin pregnancy in 8th grade female student's belly prosecuted and temporarily detained

Recently, a neighbor took advantage of the adults' inattention to misbehave with a female student and was prosecuted and temporarily detained by the Investigation Police Department of Cam Thuy District Police, Thanh Hoa Province.

Accordingly, on October 10, speaking with Nguoi Dua Tin, Colonel Le Van Thiep, Chief of Cam Thuy District Police confirmed that the Investigation Police Agency of this district police had prosecuted and temporarily detained the subject who did unacceptable things to an 8th grade female student, causing the victim to become pregnant with twins.

Mr. Nguyen Thanh Son, Head of the Department of Education and Training of Cam Thuy district, said that the female student's name is BTH (born in 2011, studying in grade 8), residing in Cam Binh commune, Cam Thuy district. Her parents are working abroad in Taiwan (China), so H. and her sister stay at home with their grandparents to facilitate their studies.

Recently, the homeroom teacher discovered that H.'s belly was abnormally large, so she tried to check and discovered that H. was pregnant. The school then contacted the family to find a solution to the incident, and reported it to the authorities.

Upon receiving the news, Ms. NTD (H.'s mother) returned home, took her daughter to the doctor and determined that the female student was pregnant with twins. When she heard her daughter tell that Mr. V. (born in 1964) had done something terrible to her in March at her home, Ms. D. decided to file a complaint with the police.

Also according to Nguoi Dua Tin, Ms. N., a local resident, said that suspect V. is a neighbor of the 8th grade girl's family. Mr. V. is over 60 years old, works in the fields, herds buffalo every day and is in frequent contact with H. Hearing that H. has HIV and is pregnant, Ms. N. and the local residents were shocked and felt sorry for the girl's situation and innocence.

Mr. Nguyen Thanh Son added that because his parents work far away, H. lives at home with his elderly grandparents, so they lack attention, care and management, especially regarding gender psychology. The school regularly educates and promotes students, especially female students, to understand the issue as well as measures to protect themselves from social evils.

However, according to Mr. Son, outside of school hours, students spend a large amount of time at home and participating in social activities. When they return home and socialize, students often come into contact with many different relationships, so they still need the attention of their parents and family to avoid heartbreaking incidents.

Mr. Do Van Lien, Chairman of the People's Committee of Cam Binh Commune, Cam Thuy District, said that the People's Committee of the commune and local sectors and organizations will coordinate and apply measures according to the provisions of law to protect the rights and support female students who are victims of social abuse.

Previously in Hanoi, a similar incident happened to a 12-year-old girl. According to information from her family, D.TNL (born in 2012, in Thanh Tri district, Hanoi) was molested many times by a male neighbor, leading to her pregnancy and giving birth on the afternoon of April 17 this year.

At the time of discovering the incident through L.'s story, the family took L. to the police station to report. Thanh Tri District Police sent investigators to take statements. However, the family has not yet received notification of the results of the criminal complaint from Thanh Tri District Police.

Understanding L.'s family situation, Ket Noi Law Office (Hanoi Bar Association) provided legal assistance, protecting the legal rights and interests of the child and his family. Speaking with Kinh te & Do thi newspaper, lawyer Nguyen Ngoc Hung - Head of Ket Noi Law Office said that at the time of the abuse, L. was only 11 years old; thus, L. is a child according to Article 1 of the 2016 Law on Children.

"In this case, the consequences for the child are very clear. Therefore, the criminal's actions against the 12-year-old child completely constitute the crime of "Sexual abuse of a person under 16 years old" as prescribed in Article 142 of the Penal Code with the framing circumstances of "making the victim pregnant" and "committing the crime 2 or more times" with a penalty of up to 20 years in prison" - lawyer Nguyen Ngoc Hung informed.
