On the evening of January 24, the working group of Tan Yen District Police was responsible for controlling the alcohol concentration of drivers. At around 8:00 p.m., the police ordered the pickup truck driven by Ha Quang Tung to stop. However, the car driver did not obey the order and accelerated past the checkpoint, injuring a traffic police lieutenant.

While fleeing, the car pulled a motorbike with license plate number 98B1-001.16 (official vehicle) under the vehicle. The motorbike was dragged down the road, sparking fire.

Immediately afterwards, the working group deployed pursuit forces. After fleeing about 5km, reaching Tan Trung commune, Tan Yen district, Bac Giang province, the driver abandoned the car and left the scene.

The working group protected the scene and coordinated with the General Investigation Team of Tan Yen District Police to examine the scene and search for suspects.

At about 2:30 a.m. on January 25, the car driver identified as HQT (born 1981, in Tan Yen district, Bac Giang) went to Tan Yen district police to report.

According to initial testimony, driver T. said he drank alcohol (about 5 cups) before driving the vehicle. At that time, through a quick check at the police station, driver T. had no alcohol concentration and tested negative for banned substances.
