According to information from Tien Phong , on August 31, Mr. Phan Van Hoi - Chairman of the People's Committee of Dinh Son commune (Anh Son district, Nghe An) said that local authorities and people of this commune have just found a woman lying in a bush on the side of the road.

The victim was identified as Mrs. V.T.H.L. (born 1960; Former Chairman of Anh Son District People's Committee).

According to a source from Vietnamnet, initial information said that earlier on August 30, Ms. L. returned from Vinh city to Anh Son district to celebrate the full moon. In the afternoon of the same day, Mrs. L. went to her home in Dinh Son commune. Around 5:30 p.m. on the same day, Mrs. L. cycled to exercise on the village road. On the evening of the same day, Mrs. L. did not return home, and the relatives searched everywhere.

After hours of searching but failing, relatives reported to the authorities for assistance. Receiving the news, local authorities and hundreds of villagers organized a search.

"Last night (August 30), the whole village searched everywhere but couldn't. CCTV footage shows Mrs. L. riding her bike down the road, but many sections don't have cameras, so they can't be tracked.

At about 5 o'clock today (Aug. 31) residents discovered Mrs. L. in the bushes, next to the fence. This section of the bush is dense, standing outside undetectable. Police forces are working at the scene," said the leader of Dinh Son commune.

Currently, authorities in Nghe An are working at the scene.

It is known that Ms. V.T.H.L., used to hold the position of Chairman of Anh Son District People's Committee and has retired for about 5 years now. Relatives are in the process of bringing Mrs. L. back to her hometown for a customary burial.

Also recently, Mr. Le Hong Vinh - Vice Chairman of Nghe An Provincial People's Committee - signed a decision to sanction administrative violations in the field of domestic violence prevention and control against Mr. N.V.H. (47 years old, resident of Do Luong district, Nghe An).

Specifically, this man hit his wife D.T.B. with a broom with a wooden handle, causing injuries to his wife, Mrs. D.T.B. The case was handled by the local police where Mr. H. and his wife resided, and sent the file to the superior agency.

Due to insufficient grounds to handle criminal liability, the police of Nghe An province sent a letter to the People's Committee of this province proposing to handle the administrative violation case for the act of infringing on the health of Mr. N.V.H's family members.

Pursuant to Point a, Clause 2, Article 52, Decree 144/2021/ND-CP dated 31/12/2021 of the Government, the Vice Chairman of Nghe An People's Committee signed a decision to sanction Mr. N.V.H. the amount of VND 15 million.

In addition, Mr. H. was forced to apologize publicly and pay all medical examination and treatment costs for his wife (VND 645,000).

This is not the first time that Nghe An province has issued a decision to sanction administrative violations in the field of domestic violence prevention and control. However, forcing the abused person to publicly apologize to the abused person has received special public attention.

At this point, more than 1 month after the decision was issued, a public apology to Mr. H.'s wife has not been made.

It is known that Mr. N.V.H. is the Chairman of the Commune Farmers' Union, and his wife is also an officer working at the People's Committee of this commune.

According to local leaders where Mr. H. and his wife live and work, it is unclear who or which unit organized, supervised, or forced Mr. H. to publicly apologize to his wife.

In this regard, the representative of the commune police also said that because the violator is a commune-level official, there are no specific regulations and guidelines, so the implementation of the request for a public apology is being "stuck".
