At the meeting, the chief of staff of the National Steering Committee for Natural Disaster Prevention and Control, said that in response to typhoon No. 1, the provinces of Quang Ninh, Thai Binh, and Nam Dinh plan to ban the sea from 12 pm on July 17, Hai Phong, and Hai Phong. After that, the storm will make landfall in the northern provinces of Vietnam in the evening and night of July 18.

On the afternoon of July 17, the storm's center was about 410km southeast of Mong Cai (Quang Ninh) with winds near the center reaching level 12, level 15. This is the time when the storm is strongest.

At 4 a.m. on July 18, the storm's center was on the western part of the Loi Chau peninsula (China), about 190km from Mong Cai (Quang Ninh) to the southeast, about 290km from Hai Phong to the east. The strongest wind in the area near the center of the storm is strong at level 11-12, level 15.

In the next 24-36 hours, the center of the storm is located on the waters of Quang Ninh - Hai Phong with a strong intensity of level 10, level 12 shock. At dawn on July 19, when the storm No. 1 was on the mainland in the Northeast region of Vietnam.
