After Aug. 15, unofficial car owners will have two instances when changing names. First, if they still have purchase and sale documents, they will be administratively sanctioned, then go through the registration procedures to change their names. Second, there are no more purchase and sale documents, the police will have to post them publicly for 30 days and then send a notice to the person whose name is on the vehicle registration. When there is no complaint, the police will issue an administrative sanction decision and then carry out procedures to change the name. Circular 24 stipulates that from August 15, when selling a car, the car owner must return the registration and number plate to the police for revocation procedures, not to the new owner. Within 30 days after making the car sale documents, the car owner must carry out recall procedures otherwise he will be administratively sanctioned. For motorbikes, violators will be fined from 800,000 to 2 million VND; For cars, the fine is 2-4 million VND, the organization is fined twice. In addition to the above sanction, when selling a car but not changing the name, the identification plate is still managed according to the former owner, how will the case of an accident be solved?

According to Circular 24, vehicle owners are legally liable for vehicles attached to their identification plates.
