Therefore, for non-genuine 5-digit vehicles, that plate defaults to the identification plate of the person whose name is on the vehicle registration certificate. The owner of the car in this case is identified as the former owner, not the current user. The person who is using the car without the owner will be sanctioned if he does not go through the name change procedure. The person who changes the name must submit a vehicle registration certificate, which clearly states the process of purchase and sale and commits to take responsibility before law for the origin of the vehicle; submit additional documents of transfer of ownership of the vehicle owner and final seller (if any) and pay the registration fee.

After Aug. 15, unofficial car owners will have two instances when changing names. First, if they still have purchase and sale documents, they will be administratively sanctioned, then go through the registration procedures to change their names. Second, there are no more purchase and sale documents, the police will have to post them publicly for 30 days and then send a notice to the person whose name is on the vehicle registration. When there is no complaint, the police will issue an administrative sanction decision and then carry out procedures to change the name. How is the former owner involved if the unauthorised rider causes an accident?

Circular 24 stipulates that from August 15, when selling a car, the car owner must return the registration and number plate to the police for revocation procedures, not to the new owner. Within 30 days after making the car sale documents, the car owner must carry out recall procedures otherwise he will be administratively sanctioned. For motorbikes, violators will be fined from 800,000 to 2 million VND; For cars, the fine is 2-4 million VND, the organization is fined twice. In addition to the above sanction, when selling a car but not changing the name, the identification plate is still managed according to the former owner, how will the case of an accident be solved?

According to Circular 24, vehicle owners are legally liable for vehicles attached to their identification plates. Therefore, when the vehicle is involved in a traffic accident, violates the law... then the car owner must be liable for the matter. When verifying and investigating, the police will work with the first vehicle owner.
