Tens of thousands of tons of fake cooking oil were consumed and most of the destinations were through food processing facilities.
Defendant Dang Thi Phuong - Director of Nhat Minh Food Import-Export Production Company confessed, "My oil is mainly produced for industrial cooking, or for frying in restaurants.
Defendant Nguyen Trong Nang - Director of An Duong Trading and Service Company Limited also said, " They use a lot of things, maybe bottled for people to eat, maybe they produce chips, they produce salad, in craft villages or areas like in Hoai Duc."
In this counterfeit production chain, An Hung Phuoc Import Export Trading Company Limited is one of the largest establishments in the country importing vegetable oil. Estimated revenue in the last 3 years of the establishments is up to more than 8,200 billion VND.
Lieutenant Colonel Nguyen The Truong, Head of the Police Department for Investigation of Crimes of Corruption, Economy, and Smuggling of Hung Yen Province Police: "These subjects have set up front companies for themselves in the form of processing cooking oil for people, through these companies to bring cooking oil products for livestock to food production companies."
In addition to the products that consumers have used, Hung Yen provincial police have seized more than 1,000 tons of smuggled oil. The police have also prosecuted three suspects who are the ringleaders of the ring for processing, trading in fake goods such as food, food additives and smuggling.
With the above behavior, the subjects have illegally profited from two sources. First, the selling price of edible oil to people is about 17% higher than the selling price of raw oil for animal feed.
The second is value added tax evasion. The tax on cooking oil is 8%, while under the guise of animal feed ingredients, the tax is only 0%. These companies have been operating for many years. Some companies have been operating for up to 14 years, with an estimated annual revenue of about 4,500 billion VND. This raises questions about the management and control of food business activities from import, production to consumption.
In response to the news that some establishments were discovered using imported cooking oil intended for animal feed to process into cooking oil for human consumption, the Food Safety Department - Ministry of Health warned that this is a serious violation of food safety regulations, potentially affecting public health.
Compliance with the intended use of food ingredients is not only a technical requirement, but also a mandatory legal responsibility. Any intentional use of ingredients other than the registered purpose for food processing, especially in cases where the ingredients are not safe for consumers, will be considered and strictly handled by the authorities according to the provisions of law.
