The Hanoi Police have ordered the criminal detention of Nguyen Long Vu, the subject of the physical impact of a café employee in Times City . The incident related to N.V.T. caused frustration and spread strongly on social networks.
On September 20, the Investigating Police Agency of Hanoi City Police said that it had issued an Order to detain people in case of emergency, and at the same time approved the Arrest Warrant and Decision on Criminal Detention for Nguyen Long Vu (born in 2002, from Bac Ninh). The subject was investigated for the act of "disturbing public order" related to the scuffle at a café in Times City urban area (Vinh Huy ward, Hai Ba Trung district).
According to the investigation document, at around 14:32 on September 17, the Vinh Tuy Ward Police received a report of a scuffle at the café No. T6, 458 Minh Khai. Soon after, the clip recording the incident was widely shared on social networks, causing public outrage at the violent behavior and substandard behavior of some individuals.
Images from the camera and testimony show that during the conflict, Nguyen Long Vu physically impacted Mr. Ngo Minh D., a waiter of the restaurant. Mr. D. was hit in the face, leading to swelling in the left cheek area. After the incident, the victim asked the authorities to assess the injury and strictly handle the subject in accordance with the law.
In the case, the public paid special attention to N.V.T. (born in 1998, residing in Hanoi), who was nicknamed "the president" by the online community. Many controversies erupted around whether or not T. had a role in Vu's physical impact behavior.
The initial verification results showed that, when T. raised his hand to signal, Vu entered the cashier area and impacted employee D. Only when T. continued to raise his hand and said "come on, come on" did Vu stop. However, in the process of working with the police, both T. and Vu testified that T. did not order to beat people. T. only asked Vu to enter the counter to verify who had disrespectful words, stemming from the restaurant staff reminding customers not to smoke.
According to the testimony, when he heard the noise behind him, T. raised his hand for the purpose of discouragement, not provoking or directing Vu to hit the employee. Due to insufficient grounds for criminal handling, the police made a record and asked T. to commit to comply with the next verification process.
The police emphasized that all acts of physical impact, causing insecurity and order in public places will be strictly handled. In this case, Nguyen Long Vu was the person who directly committed the act of force, so he was subject to criminal detention to serve the investigation.
At the same time, the police continue to collect documents and strengthen evidence related to individuals present in the case, in order to ensure objectivity and transparency. In case of detecting signs of accomplice or direction, the authorities will handle it in accordance with the law.
The incident occurred in a civilized service space such as a coffee shop in a modern urban area that caused a lot of frustration in public opinion. Many opinions say that it is necessary to handle strictly to deter and prevent violent behavior and disregard for the law.
The representative of the investigating agency affirmed that he would continue to clarify the nature of the case, and at the same time consider the responsibility of each individual involved. In the immediate future, the procedural measure against Nguyen Long Vu is a tough move, expressing an uncompromising view of acts of disturbing public order.
