The Department of Industry and Trade of Da Nang City in collaboration with the Vietnam E-commerce Association organized the workshop "Promoting e-commerce application - a solution for sustainable development of the retail industry in Da Nang City". According to statistics, the total value of e-commerce transactions in 2024 is expected to reach nearly 14 billion USD and is expected to increase to 15.4 billion USD by 2025. However, along with this "hot" development, the situation of law violations is complicated and increasing. Lieutenant Colonel Tran Nhat Chi, Deputy Head of the Economic Security Department of Da Nang City Police, said that in 2024, the police agency handled about 3,000 violations in this field. The most common acts are still trading in counterfeit, fake, smuggled and banned goods, which is a difficult problem on online trading floors.
Notably, recently there has been a sharp increase in acts related to false advertising, exaggerating product benefits and illegally using celebrity images (KOLs) for profit. Lieutenant Colonel Chi cited cases that caused a stir in public opinion related to KOLs such as Quang Linh Vlogs, Miss Thuy Tien, Hang Du Muc, along with strict handling of cases of advertising that exaggerated the benefits of "Kera candy". This is to emphasize the determination of authorities in regulating the market.
Analyzing the causes, Lieutenant Colonel Chi pointed out that a large part comes from the psychology of Vietnamese consumers, who are easily convinced of advertisements from influential people and have a cheap mentality. In addition, the management system also has many shortcomings. Specifically, tax and electronic invoice management is not really strict and has not kept up with the development speed of the digital market. In addition, the current sanctions for violations still lack deterrence and are not strong enough to completely prevent re-offending.
Another major challenge is controlling cross-border transactions. With servers often located overseas and the use of anonymizing technology, allowing each person to create multiple virtual accounts, it has created a major barrier to controlling cash flow, retrieving seller information and thoroughly handling illegal activities in cyberspace. This poses urgent legal and technological requirements.
To build a transparent and sustainable online business environment, Senior Lieutenant Colonel Tran Nhat Chi emphasized the importance of promptly completing the legal system and synchronous coordination between management agencies. He also suggested that e-commerce platforms must enhance their responsibilities by strictly verifying seller information, publicly handling violations, and increasing communication to raise awareness and vigilance among consumers.
